Description
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) have a requirement for Training Support Personnel Services. CBP anticipates awarding a single Time-and-Materials type contract, with a period of performance dated September 1, 2009 though August 31, 2010 and four (4) one-year option periods. The acquisition is hereby offered for competition limited to eligible 8(a) firms, which have offices located within 100 miles of the Washington D.C. Metropolitan Area—personnel will work onsite at CBP Headquarters in Washington, D.C. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The assigned North American Industry Classification System (NAICS) code for the procurement is 611430 (Professional and Management Development Training); with a small business standard of $7.0 million. The Contractor shall furnish training support personnel and services to assist the Office of Training and Development (OTD) Government Program Managers in the following areas: 1)Analysis, design, development, and testing of training products using Instructional Systems Design (ISD) practices and principles; 2)Planning, analysis, design, development, implementation, testing and evaluation of OTD training programs; 3)Providing CBP-specific programs for CBP-TV and ensuring contract satellite installer effectively installs CBP satellite dishes; 4)Implementation, maintenance, monitoring, troubleshooting, and analysis of usage requirements for Training Production and Standards Division (TPS) training support systems to include, but not limited to, the Learning Management System and the Learning Content Management System; 5)Development or documentation of OTD procedures and processes; 6)Identification and evaluation of new technologies; All 8(a) firms interested in receiving the forthcoming solicitation and MEET the aforementioned requirements shall submit an email to Jenné Tillman at jenne.tillman@dhs.gov; subject line HSBP1009R2359. The solicitation will be issued without further notice upon Small Business Administration (SBA) acceptance of the requirement for the section 8(a) program. Interested firms are encouraged to request a copy of the solicitation as expeditiously as possible; ONLY firms that respond via email (NO PHONE CALLS ACCEPTED) by 9:00AM EST on Friday, May 8, 2009 and MEET the requirements will receive a copy of the solicitation when it is issued.
