- THIS REQUIREMENT IS A 100% TOTAL SMALL BUSINESS SET-ASIDE. The National Institute on Drug Abuse (NIDA) is soliciting proposals from all small businesses that have the capability to initiate and oversee local, regional, and national outreach/educational activities through use of field offices and/or partnerships with other organizations with these means, as well as: expertise in conducting scientific evaluations; managing meeting logistics; hiring, training, and managing ‘in the field' professionals charged with disseminating NIDA materials; mass media marketing; special event planning, and in building partnerships with medical associations and other entities that specifically target physicians and physicians in training. It is anticipated that there will be at least 6 subcontractors to the Contractor, four of which are already determined through our existing work with the NIDA Centers of Excellence for Physician Information located at universities around the country. NIDA anticipates a 2-year base period cost reimbursement completion contract. There are options to extend the contract period up to 3 additional years and option tasks. RFP No. N01DA-09-1142 will be available electronically on or about May 11, 2009. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov or through the NIDA website: (URL: http://www.nida.nih.gov/RFP/RFPList.html). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about June 29, 2009. NIDA will consider proposals submitted by any responsible offer. Following proposal submission and the initial review, the Contracting Officer may require additional documentation from offerors in the competitive range. This advertisement does not commit the Government to award a contract. Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
