Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh PA, hereby announces its intent to issue a purchase order to Advanced Mechanical Technology Inc. ( DBA AMTI) for: 1 - ACG SUITE- AccuGait Portable force platform with AMTI BioAnalysis, Balance Clinic, Balance Trainer Software and USB to Serial Adapter, 1- ACG2 - AccuGait Portable Force Platform without software, 2 - OR6-7-1000 - Biomechanics Force Platform (464 x 508 x 82.5 mm), 1000 lb capacity, 2 - SMF-1R - Mounting Fixture for OR6 Force Platforms with Pro-set Epoxy Adhesive 175/277, 2 - 7615-030-5-5 - Force Platform to Amplifier Cable (30 feet), 2 - MSA-6 - 6-channel MiniAmp Signal Conditioner/Amplifier and 1 - DT3034 - Data-Translation Dt3034 Analog/Digital Converter Card for BioAnalysis Software. AMTI should be considered a sole-source for this purchase due to the ability of their new components to interact digitally with our current AMTI system, and the ability to measure critical variables. While other force plate manufactories could provide force plates, they would be unable to digital interact with our current system. AMTI's NetForce software is a complete data acquisition solution designed to gather data from AMTI's multiaxis force platforms (our current system). NetForce provides an RS-232 serial data interface, thus allowing for laptop based data acquisition. This provides for the capacity to perform portable balance system measurements, and portable gait system (a critical planned research need). NetForce also expedites the data gathering process and helps organize and maintain your test results and subject information. NetForce interfaces directly with other AMTI products with a single click of the mouse. AMTI's BioAnalysis software package is a complete analysis suite ideal for gait and balance (our current research focus). The BioAnalysis software can be digitally integrated with AMTI products to provide a seamless acquisition and analysis system for biomechanics laboratories. BioAnalysis also provides a statistical analysis package which allows you to calculate averages and standard deviations over a range of selected trials for a large array of calculated gait, balance and power parameters. The statistical results may be printed or exported to text files for further analysis in third party spread sheet or analysis software. The Balance Module of BioAnalysis provides a suite of plotting and analytical tools for balance analysis. This module supports COP (center of pressure) plots, the 95th percentile ellipse plot, X and Y FFTs, radius vs. time, area vs. time, and Fx and Fy vs. time plots. The Balance Module also provides algorithms to calculate many balance related variables such as the X and Y COP means, standard deviations, path length, radial measures and balance parameters. These measures are important to our future research and are important functions of this force plate system. This project is supported by justification for other than full and open competition to Advanced Mechanical Technology Inc., under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to James Ambrozic, Purchasing Agent, Reference: 00HCCMBE-2009-69171, Center for Disease Control and Prevention, Acquisition and Assistance Field Branch (Pittsburgh), PO Box 18070, Cochrans Mill Road, Pittsburgh. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Advanced Mechanical Technology Inc. 176 Waltham Street, Watertown MA 02472-4800 as the only source and a purchase order will be issued without any additional notices being posted.
