- The US Coast Guard invites interested parties to attend an Industry Day Conference to acquaint potential offerors with aspects of an upcoming acquisition of Cutter-based boats. The Industry Day event will be on 13 May 2009 at 0900 at the Westin Hotel located at National Harbor, Maryland 20745. Specifically, the Coast Guard intends to procure a large (11 meter) boat for a variety of Over-the-Horizon operations (CB-OTH Mark V) and a medium size (7 meter) boat (CB-OTH Mark IV) for the same purposes. A Request for Information seeking sources for this procurement was posted in FedBizOpps March 26, 2009 under the title “Request for Information by the U.S. Coast Guard for Proven Cutter Boat Designs, HSCG23-09-R-2DB011.” The posting is included below. Parties planning to attend the conference must pre-register by e-mail to the Contracting Officer, Laura Spillane at laura.spillane@uscg.mil. The registration message must include the company name and address, number of attendees (up to three), names of attendees, and company POC name, phone and e-mail address for purposes of the Industry Day Conference. Registrations are due not later than 6 May 2009. Material presented and discussed at the Industry Day Conference will be informational only. All official requirements and information regarding the Industry Day Conference and any resulting RFP will be posted at FedBizOpps. No videotaping or tape recording is allowed at the conference. This notice should not be construed (1) as a commitment by the U.S. Coast Guard to enter into any agreement with any entity participating in the Industry Day Conference, (2) as a commitment to issue any RFP concerning the subject of this notice, or (3) as a request for proposals or request for information. ____________________ 26 March 2009 RFI: This Request for Information (RFI) is issued by the United States Coast Guard (USCG) Office of Contract Operations in support of the Cutter Boat Over-The-Horizon Project Office as a means of conducting market research regarding the state of the market for two (Large and Medium) cutter boat designs. This RFI is for planning purposes only and shall not be construed as a Request for Proposal (RFP), Request for Unsolicited Proposal, or as an obligation or intent by the USCG to acquire any products and/or services. The USCG does not intend to award a contract as a result of this RFI or otherwise pay for the requested information. The purpose of this RFI is to collect available market information that will be used to assist the USCG in evaluating its options related to its urgent need for cutter boat capability. This RFI seeks principal cutter boat design particulars and operational features on vessels that are or are not currently in operation and have the potential to meet USCG requirements. Furthermore, these vessels shall meet the USCG requirements with or without significant development (e.g. integrate with parent cutter design). Information submitted must be based on: 1) proven currently in-service vessels that are capable of being built in the United States (US); 2) service vessels that are capable of being licensed for building in the US; or, 3) building a variant of the vessel capable of being licensed in the US. New and unproven (not in service) designs are of interest in this request and will be reviewed. The Cutter boats’ missions will generally occur in both littoral (coastal) and deep water (beyond 50 nautical miles from shore) and performing the following missions: Ports, Waterways, and Coastal Security (PWCS), Search and Rescue (SAR), Drug Interdiction (DRUG), Alien Migrant Interdiction Operations (AMIO), Living Marine Resources (LMR), Defense Readiness (DR) and Other Law Enforcement (OLE). When deployed, operations will generally take place 12 nautical miles or more beyond U.S. shores. However, the parent cutter shall transit and operate for limited periods of time throughout inland defined harbors, canals, or waterways navigable by seagoing vessels. Recognizing that proven designs may not meet all the desired requirements listed in section I of the below listed requirements or that proven designs could possibly be modified to meet the requirements listed below, proven designs within or near the range of characteristics identified in section I of the below listed requirements may be submitted for consideration. The information requested is intended to include, but not be limited to, engineering and operational design details, boat developmental history, operational history, user contacts and other information that would be helpful for making programmatic decisions. Specifically, the requested minimum and desired information is listed in section II of the below listed requirements. Any restrictive markings included on the data shall be clearly marked. In responding to this request, data and information (drawings, documents, tables, graphs, etc.) may be submitted in different formats and media (paper or electronic files). Costs associated with returning information shall be incurred by the provider of such information. Industry is advised that Government’s support contractors (D & P, Whitney, Bradley & Brown Inc, DGIT, ARL, CACI, Analytical Research, EIS and BIG) will be involved with the review of submitted information. If a Government support contractor other than those listed above will be involved with the review of submitted information, each vendor that has responded to this RFI will be notified before their information is provided to the support contractor for review. All Government support contractors required to review the information will be required to submit non-disclosure or confidentiality statements. Submission of a response to this RFI is entirely voluntary. The voluntary submission of a response to this RFI shall not obligate the USCG to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. The USCG understands that any pricing information submitted under this RFI is an estimate only and is not binding nor constitute a proposal. Responses to this RFI can be submitted to Mrs. Linda Dearing via email (linda.b.dearing@uscg.mil) or hard copy mail no later than 31 March 2009. Responses received after 31 March 2009 may not be afforded a comprehensive review. Responses shall state if interested in design for the CB-OTH-MK V, CB-OTH-MK IV or both cutter boats, the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
