Description
The Naval Air Systems Command is issuing a DRAFT Solicitation N00019-09-R-0243 for Industry comment. This draft solicitation is for a full and open competition for total aircraft and maintenance life cycle contractor support (LCCS) for the Departments of the Navy and the Air Force C-12 aircraft fleet. The Navy does not intend to set-aside this requirement, or any portion of this requirement for small business concerns. The scope of the work includes all phases of commercial maintenance, logistics support, including repair and modification of the aircraft and engine, spares (components) and parts, in addition to providing all required materials to support ninety-four (94) aircraft. The contractor will be required to provide contractor owned inventory of parts in sufficient quantities to meet performance requirements and mission capability rates, in addition to maintaining Government furnished material/equipment. Provisions in the contract will require the Contractor to purchase the residual inventory of C-12 parts from current contractor at a reasonable market value. The anticipated performance period of the resultant contract is a one year base period with four one-year options. Approval authority to permit a longer period of performance is being pursued and if approved the total performance period could be as many as 10 years (one base year with nine one-year options). Two separate FAR Part 15 contracts, one Air Force, one Navy, with Fixed Price and Cost Reimbursable line items will result from this solicitation. On or about April 23rd, the draft solicitation may be obtained at the following website: www.navair.navy.mil under “Doing Business with Us”, “Open Solicitations”. The Draft Solicitation will be comprised of Sections B-I, the Performance Work Statement (PWS) and attachments. Industry comments and questions (provided in writing) are requested by close of business May 28, 2009, so that they may be evaluated and incorporated, as necessary, into the final solicitation. Industry is particularly encouraged to provide comments regarding positive incentives based on cost savings realized by reducing the annual C-12 operating costs. A pre-proposal conference (commonly referred to as “Industry Day”) will be conducted to afford offerors an opportunity to ask clarifying questions on the draft material prior to conclusion of the comment period. Industry Day: The C-12 team is anticipating holding an Industry Day the second week of May 2009 at Naval Air Station, Patuxent River, Maryland. Per request, one-on-one question/answer sessions will be scheduled with potential prime contractors, along with their anticipated subcontractor team. Specific details, along with applicable registration form, pertaining to the Industry day will be provided with a subsequent FBO notification. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. Companies responding to this request should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, HUBZONE small business and/or service disabled veteran-owned small business. Please inform us if your company intends to perform the work as a prime contractor or if you desire to subcontract with a prime contractor. Ensure your response contains your company’s name, street address, point of contact with phone number and email address, company web page URL. All responses must be unclassified. The Government will not reimburse any preparation costs.
