Description

TYPE OF SETASIDE: Competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside. NAICS CODE: 237110. Small Business Size Standard: $33.5M. TITLE OF PROJECT: Replace Fort Pickens Sewer NPS PMIS GUIS 102248 GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Office software, HTML, and/or Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation (1443N2011080208) at http://ideasec.nbc.gov. SOLICITATION NUMBER: 1443N2011090208 PROPOSED SOLICITATION ISSUE DATE: On or about May 15, 2009. PRE-PROPOSAL CONFERENCE AND SITE VISIT: On or about May 21, 2009, starting at 9:00 am (local) at the Gulf Islands National Seashore park headquarters. Address: 1801 Gulf Breeze Parkway, Gulf Breeze, FL 32563-5008. ANTICIPATED PROPOSAL SUBMISSION DATE: On or about June 15, 2009. Proposal receipt date is approximate; the actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive SBA-Certified HUBZone small business concerns (SBCs). LOCATION OF PROJECT: Fort Pickens district of Gulf Islands National Seashore, Gulf Breeze, Florida approximately 3.5 miles from Pensacola Beach and approximately 14 miles from Pensacola. DESCRIPTION: The work of this contract consists of the following: Replace or rehabilitate the Fort Pickens septic sewer system. This project will connect sewer septic tank services from the Fort Pickens District of Gulf Islands national Seashore to the municipal sewer connection services of Pensacola Beach in Escambia County. The Fort Pickens District wastewater effluents were maintained through various septic tank systems prior to Hurricane Ivan. The project scope includes the installation of approximately 34,775 linear feet (LF) of various sizes of fusion-welded high density polyethylene (HDPE) trenched force main, 15,770 LF of directionally bored force main, air release valves, flushing assemblies, 16 new grinder stations, lift station improvements, all related fittings and appurtenances, and demolition/abandonment of 15 septic tank systems. Site is at Fort Pickens, which is part of Gulf Islands National Seashore, Pensacola Beach, Florida. PROJECT MAGNITUDE & PERIOD OF PERFORMANCE for this project is estimated to be in the range of $3,100,000 to $4,100,000. Time for completion will be approximately 210 calendar days. It is anticipated that the notice to proceed will be issued in mid-September 2009, with an expected completion date of mid-April 2010. TYPE OF PROCUREMENT: This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside best value (trade-off process) source selection that will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15. Offerors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offeror's to submit a pricing schedule, bid bond, certain Section K representations, certifications, and other statements, and several other items. For this solicitation, all evaluation factors other than cost or price, when combined, are approximately equal to price. It is anticipated that a firm-fixed price contract will be awarded.
