- THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Expeditionary Contracting Command-Europe/409th CSB, RCO Stuttgart Sub-Office intends to issue a solicitation for competitive proposals on an unrestricted basis for Transient Alert (TA) services to support scheduled operations of 16 hours/day, 7 days/week at Stuttgart Army Airfield (SAAF) in Stuttgart, Germany. Contractor will be prepared to provide TA services to support on-call operations of 8 hours/day, 7 days/week. Contractor will provide a minimum of 224 hours of Transient Alert (TA) labor coverage per week. Contractor shall perform routine maintenance services on GFE as defined in the Statement of Work (SOW). Contractor will insure personnel possess the necessary qualifications, skills and abilities to perform the services identified in the SOW. The contractor shall be able to provide TA services to launch, recover, and provide other services, as defined in the SOW, to all requesting aircraft. Contingency or exercise operations may occasionally require increased manning to meet operational requirements of up to 24 hours/day (scheduled 16 hours/day & on-call 8 hours/day). Contemplated award type is a Firm Fixed Price (FFP) contract with a base year (12 months) and one year (12 months) option period. Solicitation will result in a single award. Anticipated contract start date is 2 September 2009. This commercial acquisition is being conducted under FAR Part 12 & 13. A formal Request for Proposal (RFP) is planned to be issued during the second quarter of CY 2009 via Army Single Face to Industry (ASFI) and shall be posted for approximately 30 days. The North American Industry Classification System (NAICS) code is 488119 (Other Airport Operations), and the small business size standard is $7million. Prospective offerors are responsible for checking ASFI (https://acquisition.army.mil/asfi/) to obtain solicitation documents and any amendments or other information pertaining to the solicitation. No paper, email or fax copies will be provided. Responsibility for obtaining the solicitation rests solely with potential offerors. The solicitation will include all necessary information and instructions. All proposals from responsible offerors will be considered. To be eligible for award, offerors must have a current, valid registration in the Central Contractor Registry (CCR) at www.ccr.gov and must have a Duns and Bradstreet Number (www.d&b.com). Information contained herein is subject to change and does not bind the Government to any action or responsibility for any costs arising from proposal preparation or other efforts resulting from this notice.
