Combined synopsis/solicitation number W912ES-09-T-0030 has been amended as follows: This procurement is 100% set-aside for Hubzones located in the counties in Minnesota and North Dakota that are included in the emergency declaration under the Stafford Act, Declaration numbers FEMA-1829DR and FEMA-1830 DR. Quotes are due 27 April 2009 not later than 2:00 p.m. at the USACE ST PAUL DISTRICT, 190 5TH Street E, ST PAUL, MN 55101-1638, ATTN: Tracey M. Lowe. For information concerning this solicitation contact Tracey M. Lowe at 651-252-9670 or email at Tracey.M.Lowe@usace.army.mil. The following have been added by full text: 52.215-5 FACSIMILE PROPOSALS (OCT 1997) (a) Definition. Facsimile proposal, as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (c) The telephone number of receiving facsimile equipment is: 651-290-5212 and/or email proposals to Tracey.M.Lowe@usace.army.mil. Please assure (but not required) in a phone call that we have received the proposal. Please call Tracey M. Lowe at 651-252-9670. (d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document-- (1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal; (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal. (End of provision) Questions and Answers: FOR INFORMATIONAL PURPOSES ONLY. Question 1: The synopsis states: This procurement is 100% set aside for Hubzones located in the counties in MN included in the emergency declarations under the Stafford Act. Quotes will not be accepted from firms in other counties or states. Can Name Removed bid on this project? Our address is MN, but we are an approved ND contractor. If we submit a bid and are low and the bid is technically acceptable, would we be awarded the project? We would like to bid this job, but if we cant be awarded it because we dont reside in the state/county in MN, I really dont want to waste my time. Answer: Please see clause 52.226-3, DISASTER OR EMERGENCY AREA REPRESENTATION (NOV 2007) included in the Synopsis/Solicitation. If you meet the requirements in that clause and are able to answer in the affirmative in paragraph (b), you will be eligible for award. Question 2: Will there be a bid form provided or do we use our own form? Answer: The Synopsis/Solicitation is the bid form or you may use your own. Question 3: Could I get a copy of the area maps with the sandbag and dumpsite locations? Answer: Will be sent to you by email. Question 4: Temporary scales will be set up. Is that part of our proposal? Answer: No, those will be set up by the county or city.
