Description: NOAA Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Spectral Research to assist National Institute of Standards and Technology (NIST) personnel with implementing a new digital Time Scale to include servicing and maintaining the operations of an active NIST Time Scale. In addition to assisting NIST with the operations the contractor will be tasked to provide an (1) analysis of the existing NIST Time Scale with the purpose of optimal integration of the all-digital measurement system (2) Design a proposal for the all-digital Time Scale according to the guidelines emerging from the analysis (3) implement a new all-digital Time Scale (4) provide long term testing of the new scale and (5) provide a complete documentation of all aspects of the hardware and software and compete operational instructions for the operation of a new Time Scale. The all digital Time Scale measurement system was designed by Spectral Research in the present NIST infrastructure. This notice is not a request for competitive proposals and no solicitation package is available. However, firms that believer they can provide this service as indicated above may submit substantiating documentation in writing to the point of contact with 15 days after publication of this synopsis. Documentation shall include evidence that they can provide this service. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduce a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communication is not acceptable response to this notice.
