Description
This requirement will be advertised as a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) code is 336611, size standard: 1000 employees. This synopsis is not a request for proposals, but a notice that a solicitation will be issued. SOLICITATION DOCUMENTS WILL BE AVAILABLE AT THE FEDTEDS WEBSITE (www.fedteds.gov). The Government desires to purchase two [2] new diesel outdrive units to power a barge (commonly referred to as the Red Barge) at Dworshak Dam, Ahsahka Idaho. The new outdrive units shall be able to propel the Red Barge, total displacement 62.74 long tons at 2-foot draft, at a speed of 8 knots minimum and up to its maximum theoretical hull speed of 10.00 knots. Per FAR 2.101 this requirement is for a commercial item with minor modifications to meet the Governments requirements. The desired outdrive units will be similar or equivalent to a Harbormaster Brand SW3000 unit. The requirement includes: delivery to Dworshak Dam, Ahsahka Idaho; disconnection and removal of the existing outdrive units; installation of the new units and function testing. Also required is operational and maintenance training on-site to the Governments maintenance staff, and operation and training manuals for all parts and systems installed. Due to the non-standard aspects of the units configuration, a site visit will required and is scheduled on May 19, 2009. Detailed technical specifications and site visit information will be included in the solicitation to be issued on or about May 8, 2009. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration including an MPIN number. Instructions may be obtained and required information may be entered at http://orca.bpn.gov. If you are not ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.213-3 in the solicitation.
