Description
(i) This is combined synopsis/solicitation for commercial items authorized under Subpart 13.5 and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number, N68335-09-R-0110, is issued as a competitive request for proposals (RFP). It is anticipated that this solicitation will result in a three (3) year, Firm Fixed Price Indefinite Delivery Indefinite Quantity for a minimum of 35 units and a maximum of 150 units. (iii) The solicitation documents and incorporated provisions and clauses provided herein are those in effect through Federal Acquisition Circular 05-29, Amendment 01. This requirement is IAW the attached SOW/Specification and corresponding parts list and pictorials. (iv) The NAICS code associated with this requirement is 334519, with a small business size standard of 500 employees. (v) Contract Line Item Numbers are as follows: CLIN 0001, Year 1 – Very Low Pressure Calibration (VLPC) kit; CLIN 0002, Year 2 - VLPC; CLIN 0003 – VLPC; CLIN 0004, Operator/Service Manual, IAW CDRL T001. Step Ladder Quantities of 1-30, 31-60, 61-90, 91-120 apply to CLINs 0001-0003. A calibration sticker (start date and end date) and warranty sticker certificate (start date and end date) shall be affixed to each main component. (vi) The Naval Air Warfare System, Aircraft Division, Lakehurst, NJ (NAWCAD LKE) intends to procure a VLPC System capable of generating, controlling and measuring pressure from 0 to 10 inches H2O. This kit will be used at Fleet and depot calibration laboratories to support a variety of low pressure workload. (vii) Delivery shall be 10 each, 180 days ARO and 10 each month thereafter until completion on the first order. On each subsequent order, delivery shall be 10 each, 120 days ARO and 10 each month thereafter until completion. Inspection and Acceptance shall be Destination. FOB is Destination. Ship all items to: N48535 (BUC), NAVAIR ISS Facility, BLDG 612, Bay 9, CALSTDS, MCAS Beaufort, Beaufort, SC 29904-5017, ATTN: Joe Perry (843) 524-1405. Items shall be preserved, packaged, unitized, and marked per the requirements of American Society for Testing and Materials (ASTM) standard practice. (viii) FAR 52.212-1, Instructions to Offerors – Commercial Items, is incorporated by reference. Addendum 52.212-1: All offerors competing for award are required to provide a proposal in two volumes: Volume 1 – Price Proposal, Certifications and Representations, Volume 2 – Operations and Maintenance Manual and Descriptive Literature. Offeror is also to provide the terms of commercial warranty of at least one year and past sales history for the same or similar items. For example: the number of units sold, customer sold to, point of contact, previous Government contracts. Descriptive Literature must be furnished as part of the offer. The literature is required to establish, for the purpose of evaluation and award, details of the product the offeror proposes to furnish. Technical acceptability will be based on a comparison between the descriptive literature and the VLPC Specification attached to this solicitation. (vix) FAR 52.212-2, Evaluation – Commercial Items, is incorporated by reference. Addendum 52.212-2 Para (a): Award will be made to the lowest price, technically acceptable offeror. Offerors will be evaluated on a pass/fail basis. Technical acceptability shall be based on demonstrated knowledge of overall dimensions, salient characteristics, major component identification, material used in construction, and a sample of the proposed equipment technical manual(s)/data sheet(s); demonstrated knowledge of kit components (or equivalents) that meet specification CS 06-3162 Rev C requirements and show how deliverables will meet requirements as listed on drawings: VLPC Connections Pictorial Rev A, VLPC parts Pictorial Rev H, VLPC Master Parts List Rev A, 58525 X1B SM Transit Case #D; A cross reference matrix (CRM) is required that links the technical specification requirements to the hardware that is proposed to fill those requirements. Each specification requirement must be addressed along with the reference to technical literature provided that substantiates technical compliance; technical manuals, literature, data sheets, drawings and system/kit component diagrams or brochures as reference material for the CRM indicating exactly where to find/reference the information that links company technical compliance with each Navy specification requirement contained in LPSIS Specification; ability to provide accuracy/calibration methodology and traceability verification or reference for all proposed items to the National Institute of Standards and Technology (NIST); must indicate size and weight requirement compliance for the system including approximate size dimensions and weight for the finished kit; ability to provide information for commercial operator/service manuals, drawings, data sheets, etc that will be included with the kit; and the ability to provide information regarding any kit components that are being provided via 3rd party. An overall kit parts list is required as part of the finished compiled technical manual. If offeror’s proposal is deemed technically acceptable, it will then be evaluated to determine satisfactory or neutral Past Performance. Past Performance data submitted must have a logical connection to the requirement set forth in the LPSIS specification. Offerors shall submit the following information as part of their proposal for both the offeror and proposed major subcontractors. List performance data on three (3) most recently completed current Federal government contracts (not to exceed 3 years since completion) for similar equipment. If offerors do not have three Federal contracts, State, Local or commercial contracts can be used to complete this requirement. Offerors shall complete Attachment 0002 – Past Performance Data Evaluation Sheet for each contract and shall send out and track the completion of Attachment 0003 – Present/Past Performance Evaluation Questionnaire to each of the offeror’s relevant past performance contracts Point of Contacts (POCs). The offeror shall exert its best efforts to ensure that all Past Performance information is submitted with its proposal prior to solicitation closing. The Government reserves the right to verify/confirm all form information. Failure to submit the data sheets with the proposal, shall be considered certification that the contractor has no past performance for similar items. The Contract Performance Assessment Reporting System (CPARS) will be utilized to validate past performance. If a proposal has been determined acceptable under each of the non-price factors listed above, the Government will then evaluate the proposal for the lowest price. The price proposal will be evaluated to determine the offerors prices are realistic, accurate and reasonable. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items and DFARs 252.212-7000, Offeror Representations and Certifications – Commercial Items with its offer.
