Description
This Presolicitation Notice is being posted in advance of Solicitation No. M67854-09-R-3000 for an Improved Modular Tactical Vest (IMTV) and Plate Carrier (PC). The Government reserves the right to solicit for one or both systems in the resulting solicitation. The procurement is being issued as a total Historically Underutilized Business Zone (HUBZone) small business set-aside under authority of FAR Part 19.1305. Any offer submitted to the resultant solicitation shall be in compliance with FAR 52.219-3 and 52.219-14. This is a Presolicitation Notice only; NO PROPOSALS ARE BEING REQUESTED AT THIS TIME. The Marine Corps Systems Command has a requirement for the production of both a government designed IMTV system and a PC system. The IMTV system carries both soft and hard armor components and has an added capability to incorporate side armor plates. In addition, the IMTV is designed to be an effective load bearing system, using Modular Lightweight Load-Carrying Equipmen! t (MOLLE) webbing loops and built-in pockets, to accommodate a wide variety of commonly used USMC warfighting equipment. The IMTV system provides a number of features that improve upon mission performance, user comfort, and improved load carrying capability when compared to the existing MTV including: 1) modified removable ballistic panel pattern to provide more acceptable body coverage and protection; 2) improved ergonomics, mobility, and fit at the shoulders; 3) improved cummerbund design; 4) improved comfort utilizing a lumbar pad/ support; and, 5) increased MOLLE footprint for load carriage. The PC system consists of a body armor solution that allows commanders to maintain the same direct fire protection as currently fielded USMC tactical vests by allowing for the tradeoff of some indirect fire protection area of coverage in order to reduce weight and thermal load, and increase Marine mobility and lethality. The PC will be comprised of a vest with sewn in soft armor pan! els that provides indirect fire protection a minimum of one-half inch beyond the area of coverage provided by the Enhanced Small Arms Protective Insert (ESAPI) plate. It differs from currently fielded USMC tactical vests in that the area of coverage is reduced to the minimum acceptable area for use with the ESAPI plate. The total weight and associated thermal burden are minimized thereby enhancing the individual Marine's mobility and lethality. Government technical data packages for the IMTV and PC are not currently available but will be released with the solicitation. A copy of Purchase Description Body Armor, Multiple Threat/Interceptor, CO/PD 00-02G is being provided as an attachment to this sources sought in order to familiarize respondents with the format and general information that will be provided in the final technical data package. The primary differences between the information provide in CO/PD 00-02G and the final technical data packages will be related to patterns and the use of coyote brown 498 in place of Universal Camouflage. S! ignificant changes in materials or methods/techniques used in assembly are not being contemplated at this time. The Government anticipates awarding multiple Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contracts with step-ladder pricing using Lowest Price Technically Acceptable (LPTA) source selection procedures. The anticipated minimum quantities per contract are 200 IMTVs and 200 PCs; maximum quantities are estimated to be 120,000 PCs and 70,000 PCs per contract. Awards will be made to responsible offerors whose proposals are determined to be technically acceptable with the lowest prices and conform to the solicitation requirements. Offerors may submit proposals for both the IMTV and PC or for only one of the systems. If offerors propose on both systems, they must utilize the same soft armor solution for both the IMTV and the PC. The solicitation will require offerors to submit three (3) size Medium Product Demonstration Models (PDMs) for each sy! stem proposed (i.e., (3) Medium IMTVs and/or (3) Medium PCs). Additionally, a total of thirty-five (35) 15 X 15 inch ballistic shootpacks will be required for ballistic evaluation purposes. Pass/fail evaluation of proposals will consist of ballistic and non-ballistic evaluations of offeror submitted PDMs and shootpacks against the requirements in the Purchase Description, as well as evaluation of written technical capability information against the requirements in the Purchase Descriptions. Offerors ability to produce 5,000 PCs and/or 9,000 IMTVs per month beginning on or about the 1st quarter of FY 10 will also be evaluated on a pass/fail basis. Past performance will be assessed as a matter of responsibility in accordance with FAR 9.104-1. It is anticipated that Solicitation No. M67854-09-R-3000 will be issued mid May and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. Offerors sh! all submit ALL questions in writing to susan.dlugos.ctr@usmc.mil. NO PHONE CALLS WILL BE ACCEPTED. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C 2533a), as modified in the National Defense Authorization Act for 2006 (Public Law 109-163) signed 6 January 2006. Offerors may be required to provide detailed information certifying compliance. In order to be eligible for award, interested parties must be registered into the Central Contractor Database (CCR), http://www.ccr.gov, and must have status as a qualified HUBZone small business concern (at time of proposal submission as well as at time of contract award) as determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126.
