Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA4416-09-T-0015. This solicitation is issued as a Request for Quotations. The provisions and clauses that are in effect through Federal Acquisition Circular 2005-32 are incorporated into this solicitation. This acquisition is 100 percent small business set aside. The North American Industry Classification System Code is 423690 and the Size Standard is 500 employees. The small business set will be dissolved without further notice if reasonable offers are not received from small businesses. Item 0001: Quantity of (1 EA.) Furnish and Install a wireless activated Whelen Giant Mass Notification and Paging System in accordance with the attached performance work statement. Item 0002: Quantity of (1 EA.) Furnish and Install a hardwired Whelen Mass Notification System (Alert Notification) in accordance with the attached performance work statement. Item 0003: Quantity of (1 Year) Provide one year maintenance agreement in accordance with manufacture’s recommendations for the Whelen Giant Mass Notification and Paging System on item 0001 above. Item 0004: Quantity of (1 Year) Provide one year maintenance agreement in accordance with manufacture’s recommendations for the Whelen Giant Mass Notification Alert System on item 0002 above. Performance Work Statement Chapter 1 DESCRIPTION OF SERVICES / GENERAL INFORMATION 1.1.Scope The contractor shall furnish all labor, tools, cabling, equipment, materials, and technical expertise to install various facets of two (2) Whelen Mass Notification and Paging Systems in Air Sovereignty Alert (ASA) Facility located at building 2489 on Andrews Air Force Base. All work shall be done in accordance with National Electrical Code, all local building codes, Occupational Safety and Health Administration (OSHA) requirements and Industry Standard. It is the contractor’s responsibility to plan, coordinate all aspects of the work. The contractor shall provide a project schedule within 10 (ten) business days after receipt of award for government approval. 1.2 Services Description 1.2.1. Tasks 1.2.1.1 Install government furnished wireless activated Whelen Giant Voice and Paging System. The list of specified equipment to be installed is listed in Appendix 3.1 titled Whelen Mass Giant Voice and paging system. 1.2.1.2 Install government furnished hardwired Whelen Mass Notification System. The list of specified equipment to be installed is listed in Appendix 3.1 titled Whelen Mass Notificaton system (Alert Notification) 1.2.1.3. Provide one (1) year maintenance support wich will be effected the date the installations are completed. Contractor shall provide the contracting officer the details of the maintenance agreement. 1.3 Contractor Requirements 1.3.1. The contractor will be required to coordinate and work with other contractors installing other facets of the Air Sovereignty Alert Facility 1.3.2. The contractor is responsible for all quality assurance in execution of work performed and is responsible for meeting delivery schedule. 1.3.3. Installation Access/Security Requirements Contract employees must obtain base passes: Contract employees shall not enter any restricted areas without proper escort personnel. No security clearance is required, but the contractor shall provide, on company letterhead, the names of each employee with the following information: social security number, date of birth, vehicle make/model, tag number, insurance information, and home address. Once approved, the list of names shall be given to the Contracting Officer to put in the contract. The contractor shall be responsible for the return of passes issued to employees who separate from the contract before the expiration date of each contract period including any extensions to the contract. The contractor shall turn in all passes issued once the installation work is complete and/or contract requirement is fulfilled or terminated. Lost or stolen passes shall be reported immediately to the contracting officer and the individual that is responsible for the DD Form 577 with a written follow up within 72 hours. 1.3.3.1. Security Requirements: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Government installation, shall abide by all security regulations of the installation. The contractor shall sign an agreement stipulating the security requirements of this contract. 1.3.3.2. Physical Security: The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured. The government shall not be held liable for contractor owned supplies and equipment stored at the work site that is lost, stolen or damaged. 1.3.3.3. Security Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. 1.4. EQUIPMENT AND FURNITURE SPECIFICATIONS 1.4.1. The PWS establishes the minimum requirements for the installation of complete and usable communication, alert, and warning systems. The contractor shall furnish all items necessary for the complete installation of equipment. The completed installation(s) shall comply with American Disabilities Act Accessibility Guidelines, and OSHA requirements. 1.4.1.1. WARRANTY. The Contractor shall install the equipment in a manner that not void the manufacture warranty 1.4.1.2 The contractor shall complete efforts in accordance with this PWS no later than 15 June 2009 unless otherwise contacted for earlier/later delivery and installation by the contracting officer. 1.5. PROJECT CONDITIONS: All deliveries shall be coordinated through the 113 WG and the 316th Security Force Squadron as appropriate. 1.6. INSTALLATION: 1.6.1. The contractor shall be responsible for verification of site dimensions and conditions. Discrepancies shall be noted prior to the beginning of the installation. 1.6.2. Installation, including aisle widths and clearances will be in compliance with the Life Safety Code and American Disabilities Act Accessibilities Guidelines (ADAAG) 1.6.3. The Contractor shall provide a crew experienced in installation of the required items and capable of meeting the contract requirements. The contractor shall provide installation crew experience information upon request by the contracting officer. 1.6.4. All items and accessories are to be installed level, firm, square and with proper alignment. 1.6.5. The Contractor shall clean, polish and inspect all installed items and accessories for proper installation and ensure they are free of defects. If damaged, contractor is responsible for replacement at no additional cost to the government. 1.6.7. Upon completion of installation, the Contractor shall leave the project site in a neat and clean condition. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition with the following addendum: Paragraph (c), Period for Acceptance of Offers is 90 calendar days from the date specified for receipt of offers. Paragraph (h) Multiple Awards is deleted. The following proposal preparation instructions are added: Technical Proposal: Submit original and two (2) copies addressing the following Technical Capabilities. A Factor: Technical Capability: Subfactor: Management Approach: (1) Provide a brief summary that demonstrates how you attend to accomplish the task in the performance work statement. This information should include your knowledge on mounting equipment and running cable and wiring. See Evaluation Criteria-Basis for Contract Award A (1) (2) Provide details on assuring quality assurance for a successful installation and customer satisfaction for this project. See Evaluation Criteria–Basis for Contract Award A (2) (3) Provide background credentials and information that qualify the installers to successfully complete installation of the wireless activated Whelen Giant Mass Notification and Paging System and the hardwired Whelen Mass Notification (Alert) System. See Evaluation Criteria–Basis for Contract Award (3) (4) Provide credentials, licenses, certifications, association memberships and other information that demonstrates the company’s capabilities for insuring performance of this requirement. See Evaluation Criteria–Basis for Contract Award A (4) (5) Provide a brief description how you intend on mitigating risk to the project success. See Evaluation Criteria–Basis for Contract Award A (5) (6) Provide a summary of experience in designing and installing audio/visual equipment and successful completion of at least two (2) projects of a similar or greater scope of this requirement. See Evaluation Criteria–Basis for Contract Award A (7) FAR provision 52.212-2 Evaluation—Commercial Items, is applicable to the solicitation and the evaluation criteria is lowest price technically acceptable with the following addendum. BASIS FOR CONTRACT AWARD A. Technical Ability. Initially, the government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable, Reasonably Susceptible of Being Made Acceptable, or Unacceptable: An acceptable rating is assigned when the offeror demonstrates the following: 1)Contractor shall demonstrate understanding of the work, including thoroughness shown in understanding the objectives of the Performance Work Statement and specific tasks, and planned execution of the project. 2)Evidence of specific methods and techniques for completing each discrete task, to include such items as quality assurance, and customer service. 3) Provide technical expertise with a minimum of 2 years experience installing Whelen Mass Notification Systems. 4)Provide evidence the organization/company has current capabilities to assure performance of this requirement 5) Experience in successful configuration management strategies that mitigate risks to project success. 6) Provide evidence of experience in designing, installing and providing warranty service on Whelen Wireless and Hardwired Mass Notification Systems. 7)Provide evidence of how contractor will adhere to requirement installation time. B. Price Evaluation. Next the government shall rank all technically Acceptable and Reasonably Susceptible of Being Made Acceptable offers by price, including any option prices if applicable. (b) Submit the names of all attendees (not to exceed 3) to Gary Branch prior to 12:00 PM 29 April 2009. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 12:00 PM 29 April 2009. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
