Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to provide Logistics Support Services for the Asset Project Office (APO) and Small Boat Product Line (SBPL) for a period of one base year and one option year. Services shall include the following: enrollment of tracked configuration items into the Aviation Logistics Management Information System (ALMIS) for all new platforms being initiated into the new Coast Guard logistics model; scheduling, development of process guides, training of Coast Guard personnel, and providing technical assistance to the deployment of modernized Maintenance Procedure Cards (MPCs) to non-modernized platforms; provide customer service and technical guidance to field personnel concerning new business processes; provide technical guidance to the Asset Project Office (APO) and the Small Boat Product Line personnel on new business model processes and capabilities within ALMIS; assist with the development of bridging strategies between the Vessel Logistics System (VSL) and ALMIS for the transformation of surface platforms that account for the distinct operational differences between the naval and aviation communities and meet required business intelligence and business operation needs; assist with the establishment of methodology to deploy modern maintenance procedures into the legacy Configuration Management Plus (CM+) system for surface assets; translate modern depot maintenance procedures into the Fleet Logistics System (FLS) that will spawn traditional maintenance items for non-modernized assets; develop and execute a plan for the training of organic Coast Guard personnel to enroll configuration items for platforms being transformed to the new logistics model; assist in the Electronics Program FLS implementation using existing functionality to support configuration and maintenance management in the Coast Guard Electronics community; Review compiled data in FLS as directed; assist the Surface Forces Logistics Center (SFLC) to sustain VLS applications in the current state, limit enhancements only to those needed to sustain daily business operations or in response to programmatic tasking, and support activities which affect data cleanups; provide VLS daily business to include support of the implementation of processes and practices within the existing VLS functionality at the SFLC, C2CEN, Loran Support Unit, and other Coast Guard organizations to include but not be limited to cutter and boat class maintenance plans and maintenance procedure cards development; provide logistics data management training for various personnel within the Coast Guard including supporting logistics business documentation development; perform data analysis as needed to execute field and management actions in support of the CFO Remediation effort; provide subject matter expertise to support maintenance/supply analysis by Reliability-Centered Maintenance (RCM), Maintenance Effectiveness Review (MER), Quality Action Teams (QATs) and other Coast Guard chartered teams; and support the management of VLS applications including troubleshooting, testing, and second-tier help desk resource for all Coast Guard users. The Government intends to solicit and negotiate only with Maritime Support Services, LLC (MSS) because it is the Government’s belief that only MSS possess the required subject matter expertise, as identified above, to accomplish the needs of the Government. Concerns having the expertise and required capabilities to provide the required services are invited to submit complete information discussing their capabilities within seven (7) calendar days from the date this notice is posted. The information submitted must include an in-depth discussion of knowledge and experience in logistics support including the various automated databases identified herein including NESSS, ALMIS, CM+, FLS, and VLS, as well as a complete description of the offerors in-depth knowledge of the Coast Guard small boat community and the existing and new logistics systems. Concerns that respond to this notice must fully demonstrate their capabilities to accomplish all of the above requirements. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1.
