- Sources Sought Announcement This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small business; woman owned small-businesses; 8(a) small businesses; veteran owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. NIDA aims to reach a variety of audiences that includes researchers and scientists, the general public, students, teachers, parents, segments of the Spanish-speaking community, community organizations and leaders as part of its legislative mandate to disseminate its research findings to the public. NIDA has developed a number of national campaign initiatives that strive to develop and deliver messages about drug abuse and addiction to these target audiences. The range of support services will encompass the following areas: (1) Translating scientific findings for selected audiences; (2) Developing messages and approaches for campaigns and projects; (3) Creating appropriate materials to support each campaign; (4) Coordinating activities that support the campaigns; (5) Assisting NIDA staff with special projects related to campaign activities; (6) Measuring and evaluating campaign activities. Information sent must be in writing and should be relevant and specific to the above technical area, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specific experience in performing the items listed above, especially established experience in successful development and implementation of national initiatives and campaigns and experience with health and science projects; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions; (3) Facilities: Availability and description of facilities and equipment required to conduct this type of work. Capability statements should include any other specific and relevant information about this planned procurement to improve our knowledge of offerors’ capabilities. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organization’s capability, e.g., awards, commendations, etc. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Interested organizations submitting a capability statement in response to this sources sought announcement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status; 6) capability information in response to the requirement and 7) type of small business.
