- 24 April 09 All responsible sources may submit a bid, proposal, or quote that will be considered by the agency per FAR 5.207(c)(15) Information on technical data or where technical data can be obtained will be included in the solicitation. FAR 5.207(c)(18) This information will be included on FBO. This acquisition is approved for release to qualified contractors as specified in the International Traffic in Arms Regulaiton (ITAR). Electronic procedure will be used for this solicitation. 1. Estimated RFP issue date and estimated closing/response date: The approximate issue date for solicitation is 20 Nov 2009 and response date is 22 Dec 2009. History: Last buy LI0001, 13 June 2000, 3 ea. in excess of $140,000.00 ea. LI0002, 20 Jan 2000, 1 ea. in excess of $400,000.00 ea. 10. Description of Services: The manufacturing of aforementioned NSNs, conforming to the quality standards and delivery schedule set forth by the Government. Qualification requirements are set forth in OC-ALC Source Approval Information Booklet. Due to the complexity and criticality of these parts, only actual manufacturers that have successfully completed all testing required by the original company responsible for the design, or manufacturers that have successfully completed all testing on items determined by the government to be similar in complexity and criticality, can be considered approved sources for these items. 11. Each NSN requires a 1 st Article with condition for waiver. The Government contemplates a 5 year (1 basic plus 4 one year options) Requirements contract. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
