Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsitation is a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) code for the procurement is 541380 and the Small Business size standard is $12.0 million. The U.S. Army Corps of Engineers, Engineer Research and Development Center Contracting Office, has a requirement for a firm fixed price contract for a base testing period and one optional testing period. All interested firms must be registered in the Central Contractor Registration. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, and other factors considered in accordance with FAR 52.212-2. Evaluation will be based on best value. Evaluation of proposals will include the initial testing and one option for additional testing. The complete statement of work is available and may be requested by email to: Elizabeth.J.Kelley@usace.army.mil Pavement Repair Materials Testing Requirements Purpose: A Corps of Engineers certified laboratory is required to conduct multiple laboratory tests on various cementitious and polymeric rapid-setting materials. Many laboratories are capable of performing standard concrete tests; however, few have the capability to conduct all of the specialized tests for rapid-setting materials as required by the US Air Force Engineering Technical Letters (ETLs) that govern the certification of pavement repair materials. Three rigid repair materials and two polymeric materials have been selected for evaluation. The testing of these products is required to be completed by 30 July 2009. Additional testing of more materials may be required. Therefore, an option should be included to test three additional cementitious materials if needed. Engineering testing service requirements: "The laboratory must be certified by the U.S. Army Corps of Engineers for standard concrete tests through 2010. See the following website for information: http://www.wes.army.mil/SL/MTC/ValidatedLabsList.htm " Pavement repair materials will be provided by the ERDC to the material testing center. Products: MAINLINE, DOTLINE, AND GREATWHITE and PRO-POXY 2500 AND PRO-POXY AWP. "The laboratory must follow Air Force ETLs 08-02 and 08-04 testing specifications (provided in separate attachments contact Elizabeth Kelley at email: elizabeth.j.kelley@usace.army.mil to request the ETL attachments) for sample sizes, test temperatures, and required number of replicates. "At minimum, the laboratory must be capable of conducting the following ASTM tests: a.Polymeric/epoxy materials: i.Chemical resistance C267 ii.Compressive strength C579 iii.modulus of elasticity C580 iv.Bond strength by slant shear C882 v.Thermal compatibility C884 vi.Dynamic mechanical properties vs. temperature D5023 b.Rigid/cementitious-type materials: i.Compressive Strength C39 ii.Flexural Strength C78 iii.Bond Strength C882 iv.Modulus of Elasticity C469 v.Volumetric Expansion C531 and C157 vi.Shrinkage Potential C1581 vii.Time of Setting C191 "The laboratory must submit test results to the ERDC via Microsoft word file reporting results according to ETL 08-02 and ETL 08-04 requirements and provide excel files with all test results within 2 weeks of test completion. "The test results must be reviewed by a professional engineer. "The test results must be reviewed by an ERDC engineer.
