- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with L-3 Communications Corporation - EOS Division, 3414 Herrmann Drive, Garland, TX 75041. This requirement is for the acquisition of a small lightweight Clip-on Night Vision Device-Image Intensification (CNVD-I) AN/PVS-24 that is mounted in front of an Enhanced Combat Optical Sight (ECOS) to provide image intensification in low/no light conditions and thru obscurants. The acquisition is on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The CNVD-I's are considered commercial non-development items and have been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The AN/PVS-24 was approved for procurement and fielding by USSOCOM Acquisition Decision Memorandum and Fielding! and Deployment Release in May 2006. The AN/PVS-24 is a high-performance, compact, lightweight night vision aiming system primarily intended for use with the M4A1 Carbine in-line with a day scope. The AN/PVS-24 includes a throw-lever-type mount with capability for attaching to MIL-STD-1913 rail. It uses an 18mm Gen III auto-gated image intensifier. As a result of findings from Operational and Developmental Testing, the following Engineering Changes were incorporated into the contract to improve suitability and effectiveness and to integrate the AN/PVS-24 into the system: changes to the focus knob range for improved long and short range shooting, changes to the throw lever design, incorporation of an accessory hood that is optimized for use with the SU-230/PVS and SU-231/PEQ sights, incorporation of flat dark earth color, improvements to the battery spring for increased durability, optimization of the low battery indicator, and incorporation of standard User Identification Labels. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of existing CNVD-I devices. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of CNVD-I's for the SOPMOD program. The contract minimum quantities are 10 ea. with an estimated maximum amount of 10,000 ea. over a five year period. This contract will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No formal solicitation will be issued. It should be noted however that NSWC Crane is the process of finalizing a competitive procurement package that will be released in the mid summer timeframe with a planned 2010 award.
