- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Daniel Defense, 6002 Commerce Blvd., Savannah, GA 31408. This requirement is for the acquisition of a Monolithic MIL-STD-1913 Rail Interface System on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The Rail Interface system is considered a commercial item and has been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The Daniel Defense Rail Interface System was approved for procurement and fielding by USSOCOM Acquisition Decision Memorandum and Fielding and Deployment Release in May 2006. The Daniel Defense Rail Interface System is a monolithic MIL-STD-1913 rail interface system. The RIS II allows the barrel of the M4A1 Carbine to free-float. Such a rail system was desired so that operators could realize the full potential of their aiming accessories, eliminating the effects of barrel vibration. There are six available variants of the RIS II. Each RIS II variant has been designed for use with a particular barrel length and the presence/absence of a fixed, front sight post. Additionally, the Daniel Defense RIS II contains an integral M203 mounting interface. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of an existing Rail Interface system. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of a RIS for the SOPMOD program. The contract minimum quantities are 50 ea. with an estimated maximum amount of 27,000 ea. over a five year period. This action will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
