- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Insight Technology, 9 Akira Way., Londonderry, NH 03053-2002. This requirement is for the acquisition of Advanced Infrared Target Pointer/Illuminator/Aiming Laser (ATPIAL) on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The ATPIAL is considered a commercial item and has been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The LA-5/PEQ and LA-5A/PEQ are multi-function laser devices that emit visible or IR light for precise weapon aiming and target/area illumination. The LA-5/PEQ and LA-5A/PEQ can be used as either a hand-held illuminator/pointer that can be mounted to weapons equipped with MIL-STD-1913 rail. The LA-5A/PEQ is differentiated from the LA-5/PEQ by increased power for longer ranges, suitable for use with crew-served and heavy weapons. The LA-5/PEQ series has the following features specified by SOF operators: incorporation of a five minute watchdog timer to meet specific Laser Safety Review Board requirements, placement of emission indicator for improved operational security, incorporation of 0.5 MOA windage and elevation adjustments for system standardization, improvements to the rail interface for increased durability, changes in the laser window for improved cleaning, laser quality, and durability, flat dark earth color change for system compatibility, incorporation of wirele! ss aiming, incorporation of dual button remote controls for compatibility with the SU-233/PVS Gun Light, incorporation of Identification of Friend or Foe (IFF) capability for reduced fratricide capabilities, internal shock hardening, and incorporation of standard User Identification Labels. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of existing ATPIAL devices. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of ATPIAL's for the SOPMOD program. The contract minimum quantities are 10 ea. with an estimated maximum amount of 25,000 ea. over a five year period. This contract will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
