Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with L-3 Communications, EOTech Inc., 1201 E. Ellsworth, Ann Arbor, Michigan. This requirement is for the acquisition of Optical Sighting Systems SU-231/PEQ & SU-253/PEQ on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The optical sights are considered commercial items and have been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The SU-231/PEQ is a state-of-the-art optical sighting system, employing holographic sighting technology for small to medium caliber weaponry and launching type platforms. The SU-231/PEQ uses holographic optics fabrication technology that is used in the production of advanced heads-up display in attack fighter aircraft for targeting, gauge reading, weapon system verification, etc. This heads-up display technology has been miniaturized into a compact and rugged package for use on small arms and other weapons platforms. The SU-231/PEQ has the following features specified by SOF operators: incorporation of DL123 batteries so that the entire MDNS system operates with the same type of batteries, improved detents on controls for tactile feedback, standardization of height above rail for system integration, incorporation of flat dark earth color, improved battery compartment tethers, and incorporation of standard User Identification Labels. The SU-253/PEQ is a spiral development of the SU-231/PEQ which uses the same holographic sighting technology. Instead of a reticle, range designations are present. Many of the same features that were incorporated into the SU-231/PEQ were also incorporated into the SU-253/PEQ. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of existing enhanced optical sights. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of Optical Sighting Systems for the SOPMOD program. The contract minimum quantities are 10 ea. with an estimated maximum amount of 50,000 ea. over a five year period. This contract will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
