- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Canadian Commercial Corporation (ELCAN Optical Technologies as the primary subcontractor), 396 Leitz Rd., Midland, Ontario, Canada L4R 5B8. This requirement is for the acquisition of Enhanced Combat Optical Sights (ECOS) SU-230/PVS and SU-230/PVS Version A on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The optical sights are considered commercial items and have been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The ELCAN SU-230/PVS series sights were approved for procurement and fielding by USSOCOM Acquisition Decision Memorandum and Fielding and Deployment Release in May 2006. The SU-230/PVS (5.56mm) and SU-230A/PVS (7.62mm) are optical sights that provide the shooter with the capability of selecting between two fields-of-view. The first option is a 1X (reflex type) sight with a 26 degree field-of-view. This magnification together with a red dot illuminated reticle provides the shooter with an extremely fast, "both eyes open," target acquisition, close combat sight. The second option is a 4X magnified sight with a 6.5 degree field-of-view. This magnification provides the shooter with long-range target identification and precision marksmanship capability out to 600 meters using a bullet drop compensation reticle. These two different fields-of-view, in one housing, are easily and quickly interchanged by means of a lever mounted on the side of the optical housing. The ballistically compensated reticle is illuminated by means of a high efficiency resonant cavity red light emitting diode (LED). When turned in one direction, the reticle illuminat! ion switch provides five different illumination levels of a "red dot" aiming mark. The red dot helps attract the eye to precise point of aim and bullet impact. Opposite rotation direction switch provides five levels of illumination of whole reticle, allowing dawn, dusk, and night shooting of sight. Both of these LED settings have levels that are compatible with image intensified night vision equipment. A throw-lever-type mount allows for attachment of the sight to a MIL-STD-1913 rail. This lever system provides accurate zero retention when sight is repeatedly removed and replaced on the rail. The SU-230/PVS series sights have the following features that were specified by SOF operators: addition of backup iron sights at three locations, addition of Miniature Reflex Sight attachment points for emergency close quarter battle sighting, changes to the battery cap for gloved and night time use, surface improvements on switches, optimization of switch rotation torque, chang! es to the field of view switch to prevent accidental activation or point-of-aim shifts, standardization of reticles for 5.56mm and 7.62mm ballistic compensations, change of position of throw levers for improved compatibility with the M4, flat dark earth color change for system compatibility, position change of windage mechanism for improved operational effectiveness, changes to the lens cover for standardization and improved effectiveness, and incorporation of standard User Identification Labels. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of existing enhanced optical sights. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of ECOS for the SOPMOD program. The contract minimum quantities are 10 ea. with an estimated maximum amount of 26,000 ea. over a five year period. This contract will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
