- Responses to Questions This Notice is Revision 4 to the subject solicitation. The purpose for Revision 4 is to post DOT's responses to questions received by April 7, 2009 and to extend the deadline for proposal submission to April 30, 2009. See Attachment 6, Responses to Questions. No further questions will be accepted and answered. No further deadline extensions will be issued. ************************************************************************************************************* This Notice is Revision 3 to the subject solicitation. The purpose for Revision 3 is to extend the deadline for proposal submission to April 28, 2009. Questions are now being reviewed for submission of answers. No further questions will be accepted. DOT's responses to questions are anticipated for posting on Tuesday, April 21, 2009. ************************************************************************************************************ This Notice is Revision 2 to the subject solicitation. The purpose for Revision 2 is to extend the deadline submission for questions to April 7, 2009 and extend the deadline for proposal submission to April 21, 2009. ******************************************************************************************************* Request for Written Proposal to Develop Technical Assistance Manuals and Model Training Program to meet the requirements of the Air Carrier Access Act (ACAA). ******************************************************************************************************* This Notice is Revision 1 to the subject solicitation. The purpose for Revision 1 is to post the following attachments: 1. Attachment 1- Introduction 2. Attachment 2 - TAM 3. Attachment 3 - Trainer's Outline 4. Attachment 4 - Manual for Participants 5. Attachment 5 - Power Point Presentation ****************************************************************************************************** The Department of Transportation is soliciting proposals to award a Firm-Fixed Priced Contract to perform support services for Two (2) tasks as descibed in the Statement of Work. The Statement of Work for this requirement is attached. The period of performance is from date of award through September 30, 2009. Award will be made to the responsible offeror whose proposal will be most advantageous to the Government price and other factors. The Government will evaluate the extent and quality of the offeror's experience performing comparable services. Qualifications and Experience of Assigned Staff: The Government will evaluate the Offeror's proposed approach for staffing, managing, and accomplishing these services, including the qualifications and proven expertise of staff in performing the solicitation requirement and familiarity with the applicable regulations/guidance. The resume of the proposed key personnel shall be provided. Price (The offeror shall propose a firm-fixed-price) Offerors shall submit a brief (not to exceed 30 pages) proposal addressing the above two technical factors as well as a price proposal (i.e., pricing information is not counted against the 30 page limit). Resumes do not count against the 30 page limit but shall not exceed two (2) pages each. Note: The Aviation Enforcement Office reserves the right to award on an item basis. Contractors may submit bids for only the technical assistance manual, only the model training program or both the technical assistance manual and the model training program. If a contractor submits bids for both tasks, he/she should submit the bids separately, but make a note on each of the bids that the company has submitted a bid for both tasks and indicate whether the company can offer a reduced rate if selected to develop both the technical assistance manual and the model training program. No further questions shall be submitted at this time. Proposals are due not later than, 2:00 pm April 28, 2009, and shall be sent to: Yolanda Chinn 1200 New Jersey Avenue, S.E.
