- This design-build construction solicitation notice is being advertised as a small business set aside for all interested firms with the specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design/build construction contract for a Motor Transpiration Facility at Marine Corps Recruit Depot Parris Island, Beaufort SC 29905. The project will occur in one phase over the next two years. The project requires a LEED Certified rating. The project shall construct a Motor Transport Facility to include a Maintenance Facility, Holding Shed, Vehicle Wash/Repair Platform, Automated Car Wash, Refueling Vehicle Shelter, and Grease Racks. Included shall be all associated site work, utilities, exterior lighting, roads, parking and compound paving. Also included is the demolition of three buildings. The new facility will be place in a location to maximize motor transportation operation efficiencies. This is a negotiated procurement utilizing the Two-Phase Design/Build selection procedure that consist of the submission of technical and price proposals. Phase-One of the procurement process is a narrowing step of offerors up to a maximum of five (5) proposers (design-build teams) who offer the best technical value to the government, unless the source selection authority determines that a number more than five (5) is in the Governments interest and is consistent with the purposes and objectives of Two-Phase Design/Build contracting. In Phase-Two, the selected successful Phase-one Offerors will be required to submit technical and price proposals for the project. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The narrowing of Phase-One offerors is based on submission of: a properly executed 1442, CCR and ORCA registration, a letter from their Bonding Company showing the firm has an aggregate bonding capacity between $5,000,000.00 and $7,000,000.00, and design-build technical factors that include: Relevant and Capability of Key Personnel and Past Performance. Phase-One technical factors relate to projects that are similar in size, scope, and complexity and demonstrate the ability to manage contracts for design-build construction projects with multiple subcontractors. Qualification should include fire protection, safety specialist, LEED accredited professional and sustainable features. All processional disciplines shall be registered and/or certified in their discipline. Contract award is anticipated on or around 9 October 2009. The construction completion date will be 555 calendar days after award. The estimated price range for the entire project is between $5,000,000.00 to $7,000,000.00. The NAICS Code is 236210 with a small business standard of $33.5 MIL. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation should be available at this site on or about 8 May 2009. Proposal will be due on or about 8 June 2009. For those offerors chose to participate in Phase II, attendant at the Pre-Proposal Conference and Site Visit on or around 13 July 2009. The solicitation package will provide location and exact dates. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. The contractor is required to register with Department of Defense Central Contractor Registration (CCR).
