- NOTICE OF INTENT TO AWARD The Contracting Center of Excellence on behalf of the U.S. Army DAMO G-3 (Operations and Plans), and in accordance with FAR subpart 6.3, intends to execute a Time and Materials type contract under other than full and open competition- sole source basis to the University of Pennsylvania. The University of Pennsylvania Resiliency Training Program (PRP), was found to be the most adaptable to the Army from a content, training design, and cultural standpoint. The PRP curriculum is copyrighted and has other intellectual property restrictions. The Government intends to develop an Army resiliency training program that is built on concepts taught as part of an existing resiliency program developed for teachers. The contractor will provide subject matter expertise to support The United States Army, Comprehensive Soldier Fitness (DAMO-CSF) mission to integrate resilience principles and skills throughout the Army culture, to build mental fitness, and train Army personnel to do the training in-house in a sustainable and effective way. The proposed period of performance is one year from date of contract award. This notice is valid until Tuesday, 28 April 2009 and is NOT a Request for Proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. REQUIREMENTS: To develop an Army resiliency training program that is built on concepts taught as part of an existing resiliency program developed for teachers. There is NO solicitation document. This notice is NOT a Request for Quotes. Interested firms may send a capabilities statement via email to Contracting Center of Excellence, ATTN: Mr. Johnny Redford, at johnny.redford@us.army.mil.
