Description
Solicitation/Sample Contract This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The solicitation number is 2009-Q-11279 and this is a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. The position solicited is a Strategic Information Advisor (Branch Chief) in Abidjan, Cote d'Ivoire. Area of Consideration United States citizens, U.S. permanent residents, and third country nationals are eligible for this position. Citizens and permanent residents of the host country are not eligible under this solicitation. Security Clearance: OPM National Agency Check with Inquiries (NACI) Period of Performance The period of performance shall consist of one base period plus option periods for a total of 60 months. The solicitation, conditional offer, and clearance process takes about about 4 months and the estimated start date is or on or about September 1, 2009. The actual period of performance will be identified at time of contract award, after the clearance process has concluded. The Effective Date will be coordinated in advance with the Contract Awardee and the funding program office before the contract is signed. Compensation and Reimbursement a. The Contractor shall be reimbursed on a bi-weekly basis for the period of performance. Reimbursement shall be based on a 40-hour work week to include leave and holidays. The salary range is $69,950 to $111,467 per year, dependent upon individual salary history, work experience, and education background. b. The Contractor is responsible for obtaining health insurance for the country of service (this is mandatory and upto 75% of premium cost is reimbursable) and life insurance (this is optional - upto 1/3 of the premium cost is reimbursable). Non-U.S. citizens must obtain Medical Evacuation Insurance which is 100% reimbursable. c. The contract shall be a Personal Services Contract (PSC) under the authority of 42 USC 242l(b)(8). d. Post Cost of Living Allowance, Post Differential, and Danger Pay rates, if any, as provided for in this contract may fluctuate. By signing a contract, the Personal Service Contractor agrees to be compensated based upon the then-current rates of these overseas allowances and differential for all U.S. Government civilian employees assigned to your location of assignment, as approved by the U.S. Department of State's Office of Allowances. These overseas allowances and differential may increase, decrease, or even be eliminated altogether during the life of the contract. Description/Work Statement Purpose: As a member of the PEPFAR Executive Team in Cote d'Ivoire (CI) and under the supervision of the PEPFAR HHS/CDC CI Country Director, the Strategic Information (SI) Branch Chief (incumbent) serves in a professional supervisory position involving oversight and direction of management and program with a primary focus on: developing, strengthening and coordinating national SI capacity among PEPFAR-funded partner organizations through formulation and implementation of sound SI policies to facilitate optimal data collection, cleaning, storage, analysis, and management; developing and implementing training activities for appropriate staff of Cote d'Ivoire ministries to strengthen knowledge and skills in operations and management of large data systems; developing monitoring and evaluation capabilities; and overseeing the development of health information systems that are responsive to requests for programmatic evaluation and reporting. Incumbent provides expert scientific and technical strategic information support to the mission of the PEPFAR Executive Team, the PEPFAR CDC Country Office and USG partners. This position functions as a focal point for SI science, coordinating the development of SI service provision in support of PEPFAR and in collaboration with USG efforts in HIV/AIDS prevention, surveillance, treatment, and care programs. Incumbent assists and advises the Country Director on matters relating to overall SI systems development, analysis, planning, operational research, and all aspects of quality assurance to support USG priorities and objectives in Cote d'Ivoire. The role of the incumbent also includes overall PEPFAR CI as well as project-specific strategic planning and management of the SI branch. Incumbent plays a critical role in enhancing the working relationships among members of the PEPFAR Executive Management Team, other relevant USG agency HQ staff (including Cognizant Technical Officers), national partners, including the Ministries of AIDS, Health and Education, and other governmental and non-governmental partners involved in the national fight against HIV/AIDS. Major Duties of the Position: 25% Supports the development and strengthening of national SI capacity, particularly for Monitoring and Evaluation (M&E) of PEPFAR activities. Coordinates, collaborates and consults on scientific and technical issues with high-ranking officials within the relevant Cote D'Ivoire ministries (Health, AIDS, Education), local and international public health agencies, and non-governmental organizations, on the development, implementation and conduct of effective SI systems and services. Conceives, develops, implements and evaluates programs and services, directs local SI program activities and provides leadership in developing policy related to SI services and systems for HIV prevention, surveillance, treatment, and care. Collaborates with project and other technical USG staff to assure adequate technical advice and assistance in the development and processing of all SI systems required to support implementation of PEPFAR programs. This requires the SI Advisor to become very familiar with the PEPFAR core indicator set and with the systems that will generate the required data (e.g., AIDS Indicator Survey, HMIS and patient tracking forms, ANC Surveillance, facility surveys, databases, targeted evaluation methodologies, etc.) 20% As the lead technical advisor on SI issues for the PEPFAR Executive Team, incumbent provides advice on SI technical assistance needs and other SI issues, challenges and opportunities. Performs professional work to develop the capabilities of governments, public health authorities, non-governmental organizations and other stakeholders to establish and conduct effective SI services. Incumbent serves as the CDC expert on matters relating to SI systems analysis and developmental planning, operational research, and all aspects of SI quality assurance. Because every individual needs reliable data for decision making, this position serves as the critical interface for PEPFAR Executive Team collaboration and support. 20% Exercises broad supervision over branch professional and support staff. Plans and directs the selection of subordinate technical and clerical personnel, including orientation, training, and establishment of work standards, daily supervision and performance evaluation. Supervises five technical, scientific and support staff. 15% Provides technical advice to SI team members in-country (including surveillance, monitoring and evaluation, health management information systems, informatics and other SI technical staff) to ensure that PEPFAR SI Monitoring and Evaluation (M&E) requirements are met on a timely basis. Participates in all decisions related to the commitment of resources, including the allocation of personnel and funds, for projects related to SI technical assistance. 10% Develops and maintains professional relationships with international, national, and local SI policy makers, universities and schools of public health and key personnel in appropriate informatics and other related organizations. As a recognized expert in the science and technology of SI, incumbent provides scientific advice and consultation in devising solutions to critical problems by developing approaches consistent with current best practices. Coordinates and collaborates with government and public health officials to identify and develop the infrastructure and other resources necessary to support local SI systems. Serves as a key member of the PEPFAR Executive Team to plan, develop, implement and evaluate project goals and objectives related to SI technical assistance. 10% Consults on scientific training and education programs, and coordinates the development and delivery of SI training programs. Incumbent works in collaboration with peers including USG partners, relevant host nation ministries, and regional and international non-governmental organizations to identify, develop and conduct local and regional training. Evaluates training programs for appropriate content and recommends changes to assure accurate and current scientific information. Coordinates the development and distribution of strategic information-related educational materials and promotes the sharing of scientific information and assistance in the region. Writes reports, abstracts, articles, opinions, and makes oral presentations to disseminate operational research findings and to advocate for SI programs and services in the region. Selection Factors: The applicant that represents the best value to the Government will be considered for award. To determine best value, the following factors will be considered: 1. The extent an applicant meets the minimum and desired qualifications based on information obtained through the application package and interviews, if conducted. Basis for Award In determining best value, paramount consideration shall be given to technical merit (applicant qualifications and reference checks) rather than to cost. In cases where applicants are determined to be essentially equal, then cost may become the determining factor. Necessary post-entry training will be provided on-site or at Regional or Atlanta-based facilities. d) Experience: Minimum of six years of progressively responsible work as a subject matter expert in a strategic information-related field (surveillance, epidemiology, informatics, biostatistics), including at least two years of supervision and management experience with responsibility for interacting with supervisors, subordinates and professional staff from other institutes or organizations. Broad perspective and thorough knowledge of the principles of public health programs and practice. e) Language skills: Fluent language skills in English and French. f) Skills: Ability to readily analyze, understand, and discuss new program design, management, and implementation approaches. Demonstrated ability to identify priority actions, generate and complete work plans within short time frames. Strong computer literacy and aptitude to rapidly acquire and apply additional skills. Must have strong oral and written skills, and ability to clearly communicate new program and technical concepts to technical and non-technical counterparts. Strong interpersonal communication and negotiation skills in achieving results with a wide range of program partners. Must possess excellent interpersonal skills and demonstrate cooperative working relationships with public health personnel of both the host government and NGOs to effectively implement SI technical services activities. 2. (A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. (B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights. (C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment. (D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code). The offeror o does o does not certify that- (i) The services under the contract are offered and sold regularly to non-Governmental customers, and are provided by the offeror (or subcontractor in the case of an exempt subcontract) to the general public in substantial quantities in the course of normal business operations; (ii) The contract services will be furnished at prices that are, or are based on, established catalog or market prices (see FAR 22.1003-4(d)(2)(iii)); (iii) Each service employee who will perform the services under the contract will spend only a small portion of his or her time (a monthly average of less than 20 percent of the available hours on an annualized basis, or less than 20 percent of available hours during the contract period if the contract period is less than a month) servicing the Government contract; and (iv) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract is the same as that used for these employees and equivalent employees servicing commercial customers. (3) If paragraph (k)(1) or (k)(2) of this clause applies- (i) If the offeror does not certify to the conditions in paragraph (k)(1) or (k)(2) and the Contracting Officer did not attach a Service Contract Act wage determination to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and (ii) The Contracting Officer may not make an award to the offeror if the offeror fails to execute the certification in paragraph (k)(1) or (k)(2) of this clause or to contact the Contracting Officer as required in paragraph (k)(3)(i) of this clause. (l) Taxpayer Identification Number (TIN) (26 U.S.C. 6109, 31 U.S.C. 7701). (Not applicable if the offeror is required to provide this information to a central contractor registration database to be eligible for award.) (1) All offerors must submit the information required in paragraphs (l)(3) through (l)(5) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the Internal Revenue Service (IRS). (2) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)).
