Description
The United States Department of Agriculture (USDA) wants an independent assessment of the delivery of technical and financial assistance and the impact of state and county committees, boards, and commissions on program delivery of Natural Resources Conservation Service (NRCS), Farm Service Agency (FSA), and Rural Development (RD) to identify any barriers to equal opportunity access for all customers. The assessment will also include the Cooperative, State, Research, Education and Extension Service (CSREES) programs delivered at the state and county level through the cooperative extension service. This customer population is diverse in ethnicity, race, national origin, age, gender, socioeconomic status, educational attainment, sexual orientation, religion, English proficiency and physical abilities. The assessment shall include, but not be limited to, a review of existing laws, policies and procedures; customer outreach efforts; signup, application, and ranking procedures; payment procedures; appeal and adjudication procedures; the hiring and training of servicing employees; cultural considerations and customer feedback mechanisms. To perform this assessment the contractor will be required to visit a representative number of county and state offices around the country. Progress reports will be required for senior USDA policy officials when one-third of the visits are completed and again when two-thirds of the visits are completed. A final report with the contractor's assessment and recommendations will be due to the Secretary approximately 180 days after contract award. The Request for Proposal (RFP) will include references to pertinent General Accountability Office (GAO) and Office of Inspector General (OIG) reports and to USDA policy and procedures to aid prospective offertors in developing their technical and price proposals. It is anticipated that the RFP will be issued on or about May 15, 2009.
