Description
Statement of Work Professional Services Contract Research Assistant Department of Anesthesia and Surgical Services Background Information The National Institutes of Health (NIH) is the nation’s foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Anesthesia and Surgical Services (DASS) provides surgical services support for patients enrolled in the experimental protocols of several Institutes. In addition, DASS performs basic laboratory research to determine mechanisms and novel treatments for several of the diseases studied in the Clinic. General Requirements The research assistant will be responsible for conducting laboratory research examining the role of anesthesia and pain perception in animal models that mimic human diseases. All work will be performed at the NIH. The Government will pay for any mandatory meetings, trainings and travel for the contractor. The required training must have a direct impact on the laboratory day-to-day operations by providing networking and collaboration opportunities for their projects; providing new cutting edge techniques and ideas for their future work; and exposing the lab to the new equipments, methods and materials, presented at the vendor expositions. Location, Time and Duration of Services The initial period of performance will be for 12 months for the base year and (2) one year options if the government decides the services are still required. The government has the unilateral right to extend the terms of services for an additional 2 one year periods(FAR 52.232-19) availability of funds for the next fiscal year. The contractor shall provide the rates for Option Year one and two on a separate proposal to be incorporated at the time of award for base year. FAR 52.217-9 is hereby incorporated within this order. In the event that the Government makes a determination to extend the terms of services and increase the current funds obligated will be based on available funds. If the Government decides to provide additional funding it will be through a bilateral modification of the purchase order. The contractor will work Monday through Friday between the hours of 7:00 a.m. and 3:30 p.m. exclusive of Federal holidays in the DASS research laboratory. NIH will provide and maintain all equipment and supplies necessary for the contractor to carry out the services. Specific Task Requirements 1.The contractor must have a Ph.D. 2.The contractor must be familiar with neurobiology, animal behavior during pain and anesthesia, molecular biology, immunology, cell biology and animal models. 3.Contractor must have a Ph.D., and have no less than 5 years postdoctoral experience. 4. Contractors shall not be considered at any time employees of the Federal Government for any purpose. 5.Contractor must demonstrate experience with QRT-PCR, Western blotting, cell culture, animal behavior, animal health assessment, pain assessment models, and presentation of work at the national level. 6.The contractor must provide proof of a negative TB test, and documentation of Hepatitis B vaccination before reporting to work at the Clinical Center. Invoice Procedures The Chief, Department of Anesthesia and Surgical Services, CC, NIH, will be responsible for accepting and approving all services provided by the contractor. Invoices should be directed as listed below. All Invoices shall include the Contract or Purchase Order Number and the DUNS Number for the funding to be electronically submitted to the correct account at your bank.
