Description
The National Institute of Standards and Technology, Chemical Science and Technology Laboratory, Chemical and Biochemical Reference Data Division, is in part charged with the development of chemical databases for the Chemical Science and Technology Laboratory. This includes, but is not limited to, analyzing mass-spectral – mass spectral data. The requirement is for the unification of mass spectral data from different classes of LC/MS mass spectrometers. This involves the development and implementation of complex software tools for reading data files from different scientific instruments. The main objective is to develop and maintain PC-based software tools for extracting basic information from available raw Liquid Chromatography/Mass Spectral (LC/MS) data files, and to process and analyze these data files obtained from different classes of instruments for use in annotating the NIST mass spectral libraries. The contractor shall be responsible for the: Development and implementation of complex software tools for reading data files from different instruments, including Thermo instruments with ion trap, Q-TOF and QSTAR instruments, and ABI MALDI TOF/TOF instruments, and conversion to ASCII – msp files; http://web.uccs.edu/lbecker/SPSS80/ascii.htm, http://www.fileinfo.net/extension/msp ); Development and implementation of software for deriving measures of similarity; Development and implementation of software for comparing MS-MS data taken from different experimental runs; Development and implementation of software to express differences in MS-MS data from different samples; Maintenance of the developed software; and Analysis of LC/MS data files for use in annotating NIST mass spectral libraries. Because of the technical and scientific nature of this work, to be considered for award, and to perform work under this contract the Key Personnel must meet the minimum requirements: (a) a degree in physical chemistry, or a degree that includes at least five credit hours in computational chemistry (b) at least two years experience in chemical database development and c) proficiency in C or C++ for a Windows environment. The competitive Request for Proposal (RFP), specifications, attachments, amendments, and all questions and answers related to this acquisition shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-09-RP-0055. The RFQ is anticipated for release on or about May 1, 2009, and will only be available via the internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. Telephone requests shall not be honored, and no bidders list shall be maintained.
