- The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) sole source with Karin Jegalian, 4707 Guilford Road, College Park, MD 20740-3733, for the continuation of services to monitor the variety of tasks, including: Writing materials, such as: News and feature articles, fact sheets, and Web articles about NIGMS-supported research advances and programs. Reports of NIGMS-sponsored scientific meetings. Publicity materials for the annual Stetten Lecture (speaker biographies, program notes, etc.). Editing or providing feedback on materials, such as: Material written by other OCPL staff members. Material written for print or online publication by NIGMS scientific staff. Public information duties related to the writing assignments above, for example: Communicating with university public information officers and journalists who are writing about NIGMS-funded research. Maintaining the NIGMS media contacts list on Cision (formerly Bacon's MediaSource). Other activities: Screening scientific journals and news releases (Eurekalert!) and distributing the articles to appropriate NIGMS staff. Maintaining spreadsheets to track analyses of journal articles in press and to track OCPL contacts with PIOs. Obtaining permission from grantees to use images in OCPL publications. Maintaining the OCPL image gallery. The sole source determination is based on the fact that the contractor has the experience, knowledge and is familiar with the NIGMS ongoing projects. An award to any other source for the continuation of this service would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures, in accordance with Federal Acquisition Regulations, Part 13-Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This requirement is classified under the North American Industry Classification System (NAICS) code 541990, size standard $6.5 Million. The Small Business Set-Aside applies to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to hobsonkd@OD.nih.gov, Contract Specialist by April 28, 2009 at 1:00 P.M. EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
