- This is a Sources Sought Notice to determine the capability of small businesses, under the North American Industry Classification (NAICS) Code 541611,to assist the Agency in the continued development, training, and maintenance of its Continuity of Operations (COOP) and Pandemic Flu Plan for the John M. Eisenberg Building, 540 Gaither Road, Rockville, MD 20850. These Plans are in accordance with Federal Continuity Directive 1 (FCD 1), Federal Executive Branch National Continuity Program and Requirements and FCD 2; Federal Executive Branch Mission Essential Function and Primary Mission Essential Function Identification and Submission Process dated February 2008. The Pandemic Flu Plan is in accordance with the National Strategy for Pandemic Influenza, issued by President Bush November, 2005. The estimated period of performance is for 1 year with 4 one year option periods. Organizations must be able to demonstrate their capability to perform the following tasks: Task 1-Conduct one COOP Working Group Meeting per quarter or as needed Task 2-Revise AHRQ COOP Plan and Pandemic Flu Plan Task 3-Conduct COOP Orientation Training as needed Task 4-Conduct COOP Training Course. Task 5-Provide COOP Awareness Training for AHRQ employees. Task 6-Test Emergency Relocation Site Facility, ERS capability. Task 7-Plan and Conduct Alert Notification Drills for all COOP Team Members. Subtask 1- Coordinate Drills. Subtask 2- Develop Lessons Learned Report from each Drill. Task 8-Plan and Conduct Functional COOP Exercise. Subtask 1- Plan Exercise. Subtask 2-Develop Lessons Learned Report from Exercise. Task 9-Submit Quarterly Progress Reports. Organizations should demonstrate their expertise in FCD 1 and FCD 2, emergency management, business continuity analysis, developing and executing training and annual exercises, and updating Agency COOP Plans. Key staff at the Project Director level should have at least 8 years of program management experience, especially in the area of COOP development, to lead the team. Other key staff should demonstrate at least 5 years of experience in COOP program development and program design and implementation. Organizations shall also demonstrate their expertise in the disciplines of operational planning, readiness management, contingency planning and process analysis. Interested small businesses should submit their capability statements (no more than 10 pages in length) to Ms. Linda Simpson, Contracts Management, 540 Gaither Road, Rockville, Maryland 20850, no later than 12 noon prevailing time, on May 7, 2009. Capability statement must be tailored to this request and identify the source’s specific capabilities to complete this requirement, including information in key staff experience and a description of corporate experience with similar projects. Capability statements should be submitted in an original and two (2) copies. Your submission should also include the following information: a.DUNS and TIN b.Company Name, address and main business number c.Any current GSA Schedule information d.Type of Company (i.e., small, 8(a), HUBZone, service-disabled veteran, etc.) Capability statements will not be returned and will not be accepted after the due date. Submission shall be limited to 10 pages. In accordance with FAR 15.201(e), this request is for planning purposes only, and does not constitute an Invitation for Bid, a Request for Proposal, a Solicitation, a Request for Quote, or an indication the Government will contract for the items contained in the Sources Sought. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request.
