Description
The Space and Naval Warfare SystemsCenter, Atlantic is notifying industry of its intent to award a sole source award to a Service Disabled Veteran Owned Small Business (SDVOSB) for Cyber Reconnaissance Systems Resource Processes to include the following: analysis and support for the resource planning, business processes, process execution, design, engineering, integration and maintenance of related systems, IA/IO Enterprise, networks and equipment that support related Cyber Information Protection, Critical Infrastructure Protection and Security missions. The majority of the work required will fall within Program, Project and Acquisition Management Support, Engineering and Testing Support, Integration and Maintenance and Information Technology Systems Administration Support. (See attached draft Performance Work Statement (PWS) for more information). This support is required by various SPAWAR customers including the US Army Intelligence and Security Command (INSCOM), US Navy Network Warfare Command (NNWC), National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA) and various other DoD agencies. The procurement will be a sole source action and a 100% small business set aside for Service-Disabled Veteran- Owned Small Business Concern (SDVOSB). The period of performance will include a base year and four (4) additional one-year option periods. The Government estimate for this action is $3M. All potential sources shall be registered in the Central Contractor registration (CCR) to be considered eligible for award. The NAICS Code for this acquisition is 541330 and the Small Business Size Standard is $27 million. If there is no response from eligible SDVOSBs who are capable of fulfilling the requirements, the Government will then continue with a sole-source acquisition to RMCU, LLC, 977 SKYE LN, Palm Harbor, FL 34683-1454. The proposed contract action will be Firm Fixed Price. Interested, eligible parties who identify their interest and capability in response to this requirement NOT LATER THAN 1400 Hours Eastern Time, 11 May 2009 will be considered by the Government. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following table is a list of potential tasking as specified in the draft Performance Work Statement (PWS). The percentages listed next to the individual tasking are the estimated amount of effort that will be required on any potential contract for this effort. You are requested to provide the percentage of work your company can perform against each listed tasking, along with documentation to support this claim. Do Not include any documentation or percentages for any company other than your own. This is an analysis of your companys ability of what it can or cannot perform. The contractor will be tasked to accomplish the work as specified in the PWS. Divided into the following tasks, the services shall be performed either singly or in a combination as specified in accordance with individual task orders. The following table reflects the Governments best estimate as to the future work requirements: PWS PARA TASKING DESCRIPTION GOVERNMENT ESTIMATE % CONTRACTOR CAN PERFORM % 3.0 SPECIFIC REQUIREMENTS TOTAL 100% 3.1 Program, Project and Acquisition Management Support 50.0% 3.2 Engineering, Testing and Evaluation Support 20.0% 3.3 Integration and Maintenance 10.0% 3.4 Information Technology (IT) Systems Administration Support 20.0% Firms are invited to submit the appropriated documentation, literature, brochures and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. There is a five (5) page limit on data submitted. Responses must include the following: (1) name and address of firm; (2) size of business, including; average annual revenue for the past three years and number of employees; (3) ownership, including whether: Large, Small, Small Disadvantaged, 8 (a), Woman Owned, HUBZone, and/or Veteran Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax and e-mail address; (6) DUNS Number (if available); (7) affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) the percentage of work your company can perform with respect to the stated requirements (Do not include any documentation or percentages for any company other than your own. This is an analysis of your companys abilities and what it can or cannot perform); (9) a list of customers for relevant work performed, contract numbers, contract type, dollar value for each contract referenced, how this work demonstrates capability to perform and a customer point of contact with phone number (this information is required to verify offerors performance; the Government may contact any reference for further validation); (10) statement that the contractor has or does not have an approved accounting system as defined in the Federal Acquisition regulation (FAR).
