Description
This future opportunity notice is issued to advise industry that SPAWARSYSCENAtlantic (SSC-LANT) intends to issue a Request for Proposal (RFP) for GlobalWar on Terrorism (GWOT) Support Services. Reference RFP N65236-09-R-0023 A copy of the draft PWS and a Microsoft Word document of this synopsis areposted at the SPAWARSYSCEN Atlantic E-Commerce Business Opportunitywebpage: https://e-commerce.sscno.nmci.navy.mil/ This acquisition will require engineering, analytical, technical andprogrammaticsupport to ongoing efforts in the Global War on Terrorism (GWOT). Thefollowing are examples of typical programs and technologies the offerors mustbe knowledgeable of to support (ref PWS Para 1.2.2): C4ISR; InformationAssurance and Cyber Security; Multimedia, Database and Web Development;Rescue Technologies; Prevention and Mitigation of Chemical, Biological,Nuclear, Radiological and Explosives (CBRNE) and Weapons of Mass Destruction(WMD) Attack; Counter Terrorism Activities; Counter Proliferation Activities;Homeland Security Exercise and Evaluation Program (HSEEP); FirstPreventer/First Responder Activities; Special Operations Forces (SOF)Activities;Unmanned Aerial Vehicles (UAV); Seal Delivery Vehicles (SDV); SpecialOperations Craft Riverine (SOCR); High Speed Assault Craft (HSAC); andMaritime Craft Air Delivery System (MCADS). As directed in multiple taskorders, this contract will support requirements generated by a host of U.S.Government agencies involved with GWOT. Work to be performed under this contract may require staff and direct workforcewith active security clearances up to Top Secret clearances; as well as, a TopSecret with SCI access. The contractor will be tasked to accomplish the work as specified in the PWS.Divided into the following tasks, the services shall be performed either singlyorin combination as specified in accordance with individual task orders. Thefollowing table reflects the government's best estimate as to the future workrequirements: PWS PARA. TASK DESCRIPTION ESTIMATEDPERCENTAGE3.2 Engineering Support 20%3.3 Exercise, Operational and Training Support 30%3.4 Maintenance and Technical Support 30%3.5 Acquisition Support 10%3.6 Program Management Support 10% NOTE REGARDING SYNOPSIS: This synopsis is for information and planningpurposes ONLY and is not to be construed as a commitment by theGovernment. This is NOT a solicitation announcement. The procurement will bea competitive set aside for small businesses in accordance with FAR Part 19.An Indefinite-Delivery/Indefinite-Quantity, Cost-Plus-Fixed-Fee, PerformanceBased contract is anticipated. The planned contract is estimated at $249million over a five year period (includes a base year and four one-year optionperiods). The applicable NAICS code is 541330 with a size standard of $27M.It is the Government's intent, depending on responses to the RFP, to makemultiple awards. The anticipated award date is scheduled for February 2010.This is a follow-on requirement to contracts N65236-05-D-7862 and N65236-05-D-7863. The incumbent contractors are Applied Marine Technology, VirginiaBeach, VA, and Gemini Industries, Billerica, MA, respectively. It is anticipated that the RFP, and associated documents, will be availableapproximately mid June 2009 on the SPAWAR Business Opportunity Website:https://e-commerce.sscno.nmci.navy.mil/.
