Description
It is anticipated that RFP 528-09-RP-0037 will be issued the week of May 01, 2009. The solicitation will be issued unrestricted pursuant to the Small Business Competitiveness Demonstration Program of FAR 19.10 as to qualifying business size for competitive responses, except that this is a cascaded solicitation to allow maximum opportunity for participation to the following socio-economic classifications (in descending order of priority): Service-Disabled Veteran-Owned Small Business; Veteran-Owned Small Business; HUBZone Small Business, and SBA Certified Small Disadvantaged Business. The solicitation documents will be available from the FBO.gov website and no paper copies will be provided. Work includes all labor, material, equipment and supervision necessary to Renovate 8th Floor Nurse Stations & Corridors. PHASE II of this project will be RECOVERY, RFP anticipated release for Phase II would be mid to late May Attendance at a pre-proposal meeting being scheduled for at the Syracuse VA Medical Center, 800 Irving Ave, Syracuse NY 13210 is considered essential. The time and date will be in the RFP. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Price, Proposed Team, Proposed Construction Schedule, and Past Experience & Past Performance. Technical Factors when combined are slightly more important than Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated total construction cost is between $500,000 and $1,000,000. NAICS code is 236220 and the small business size standard is $ 33.5M.
