- ATTACHMENT A: SOW, SF1449, INSTRUCTION TO OFFERORS This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is 09-233-SOL-00051, and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-031. The North American Industry Classification (NAICS) Code is 541511. This requirement is solicited under A SMALL BUSINESS SET-ASIDE. This acquisition is being conducted using Part 12 and Part 15 of the Federal Acquisition Regulation. A Labor Hour contract is anticipated. It is the intent of the Department of Health and Human Services (HHS), Immediate Office of the Secretary, (IOS) to acquire services in support of (SWIFT) Strategic Work Folder Information Transfer and the Secretary Forecast System. Swift is a mission critical application that IOS relies on to route and track the following types of documents and actions within HHS IOS: Regulations, Reports to Congress, Correspondence, Memoranda, Briefings, Invitations, Requests for Meetings, Assignments. The objective is to obtain technical services in maintenance, administration and enhancement to SWIFT and Secretary Forecast System. Swift includes a combination of commercially Aff-the Shelf (COTS) and Government Off-The- Shelf (GOTS) software capabilities, using customized applications and other services and utilities developed for IOS. The system includes: Imaging for Windows Professional edition, Adobe Acrobat, Microsoft Outlook, Crystal Report, Kofax Imaging. The Tasks to be performed include : Document Tracking & Management, Analysis & Management Information /Reporting, Security/Document Control, Invitation Vetting and Calendar Production, Batch Scanning, Systems Administration, Project Management, New Administrator Training, Track Campaign Mail, Create Folders When Red Dot Email Arrives, Update SWIFT to Latest Web-Based Version, Modify System to Account for Holidays. Deliverables include: Successful Performance of Tasks, Monthly Reports, Monthly Progress Reviews, Provide Tier 1 and Tier 2 Helpdesk Support, Documentation. See Attachment A for detailed information. Special requirements: 508 Compliance, Security Clearances HSPD-12 Security Investigation, SWIFT Knowledge and Experience. The offerors shall demonstrate the ability and experience in providing the required services. The Government will award a Performance Based Labor Hour contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be the most advantageous to the Government, based on price, technical and past, and other factors in the solicitation. Offerors are cautioned that failure to address each of the evaluation factors may deem their proposal unacceptable. When combined, technical evaluation factors are more important then price. Offerors shall include completed copy of the provisions at FAR 52.213-3 Offeror Representations and Certifications-Commercial Items with its proposal. Attachment B lists clauses that apply. In addition the following clauses apply: FAR 52.217-9 Option to Extend the Term of the Contract, HHSAR 352.224-70 Confidentiality of Information, HHSAR 352.232-9 Withholding of Contract Payments, HSSAR 52.249-14, HHSAR 352.270-4 Pricing of Adjustments, HHSAR 352.270-5 Key Personnel, 352.270-6, 352.270-10 Anti-Lobbying, 352.270-19 Electronic Information and Technology. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is /are providing the best value and discussions are not necessary.
