Description
This Procurement is Unrestricted. All responsible sources may submit a proposal. This procurement will be conducted under Federal Supply Class (FSC) Code B510, Standard Industrial Classification (SIC) 8999, North American Industry Classification (NAICs) Code 541620 for Planning and Environmental Studies Services. The size standard for this NAICS code is $7,000,000.00. All questions should be directed to the Contract Specialist, Tricia Christie, at (916) 557-5228, FAX No: (916) 557-7854. TYPE OF AWARD: The Government intends to award up to three (3) indefinite-delivery, indefinite-quantity (IDIQ) multiple-award task order contracts (MATOCs) with a total combined and cumulative capacity not to exceed $38.0 million over a five-year period (one base year and four option years). Task orders will be firm-fixed-price. The acquisition method is negotiated procurement. The solicitation will reflect that both a technical proposal and a price proposal will be required. In the evaluation of offerors technical proposals, the Government will be especially interested in experience in the following: flood damage reduction studies; economic analyses (flood risk management, flood damage reduction modeling, and benefit/cost analysis); watershed studies; ecosystem restoration studies; flood plain studies; and environmental (natural resources & cultural resources) planning, analysis, compliance, and management. Other than small business firms selected will have to comply with FAR Clause 52.219-9, regarding the requirement for a small business subcontracting plan. JOB DESCRIPTION: The work to be performed under this contract consists of conducting studies and analyses, and preparing reports and supporting documents related to the Corps planning process for Civil, Military, and Interagency and International Services (IIS) program studies and projects, within the Corps of Engineers South Pacific Division (SPD) boundaries. These boundaries include the states of California, Arizona, Nevada, Utah and New Mexico, and parts of Oregon, Idaho, Wyoming, Colorado, and Texas. See website www.spd.usace.army.mil for a map. These efforts may include, but are not limited to, the following: in accordance with Federal water resource planning principles and procedures (primary guidance being ER 1105-2-100), conduct a wide range of planning studies and analyses of problems and opportunities, inventory and forecast, formulation of measures and alternative plans, evaluation and comparison of alternatives, and recommendations regarding project implementation; prepare partial or complete planning documents such as reconnaissance, feasibility, post-authorization and other reports; conduct water resource economic analyses using Corps guidance and procedures; prepare partial or complete documents relating to compliance with applicable Federal, state and local environmental laws and regulations including the National Environmental Policy Act (NEPA) and/or California Environmental Quality Act (CEQA); develop ecosystem habitat surveys; formulate ecosystem restoration plans; conduct limited investigations to document the existence of hazardous, toxic, and radiological waste (HTRW) within a study or project area; use Geographic Information Systems (GIS) to store, access, and display data and mapping information; prepare air installation compatible use zone reports; conduct airspace analysis for existing airspace; gather and validate operation parameters within special use airspace. Note: The work under this contract will NOT Be Architect-Engineering services. ORDERING SOLICITATION: The solicitation will be available on or about April 23, 2009. The solicitation will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
