Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L09PS00340. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-32. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 115112. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $7.0 million. The line item numbers are: 1) Growing approximately 25,000 Mountain Sagebrush Seedings, 25,000 each. 2) Planting 25,000 Mountain Sage Brush Seedlings, 25,000 each This solicitation is "All or None" Estimated Delivery Date: June 26, 2010 Packaging Requirements: Standard commercial practice. DESCRIPTION OF SERVICES REQUESTED The BLM requests bids on a contract to rehabilitate and improve wildlife habitat in southeastern Idaho. The contract would involve planting a total of about 25,000 sagebrush seedlings, by manual or mechanical means, over an area of about 45-50 acres in the area of the Curlew Valley, Oneida County, in southeastern Idaho. The contractor would supply the adapted plant materials. Planting would occur in late autumn 2009 or early spring 2010; late autumn would be the preferred period of planting. STATEMENT OF WORK Grow or Procure Seedlings: Procure or grow-out ~25,000 healthy and viable seedlings of mountain big sagebrush (Artemisia tridentata subsp. vaseyana). At time of planting, the seedlings would be at least ten inches in overall length with well-developed roots and leaves. Seedlings may be bare rootstock or soil plugs. The BLM will inspect the plant materials prior to planting; e.g. at two months, six months and during planting. Planting in the Field: Field Site is located in the Curlew Valley, in southwest corner of Oneida County, near the Idaho-Utah border. Four to six specific planting sites that comprise lands that wildfires have burned since 2002. Topography is flat to gently rolling foothills. Handling and Planting of Seedlings: Handling and planting procedures will be followed to minimize dehydration or damage to the planting materials; e.g. seedling roots will be maintained and packed to minimize seedling dehydration; the day of planting, plant materials will be soaked in water prior to planting; plant materials will be planting into holes or furrows deep enough to minimize the frequency of J-rooting when the seedlings are placed in the soil. Planting Configuration: Furrows would be spaced about 10 ft. apart. Within furrows, plants would be spaced about 8-10 ft. apart. Spatially, plant density would be expected to range between about 440 and 680 plants per acre, with a median density of about 550 plants per acre. Season of Planting: Planting would occur in late autumn, i.e. about early November through mid-December, or in early spring; i.e. late March or earlier, through late April. Planting in late autumn would be preferable to early spring planting. The earlier the better, if it becomes necessary to plant in the spring. A 4WD tractor of at least 80 bhp would be required to pull the BLM seedling planter (below). Government Furnished Materials: The BLM would have available to the vendor, a two-person seedling planter with a standard three-point hitch. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officers knowledge, contacting provided references, and other reasonable sources. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, point of contract, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms.
