- The Olympic National Forest, Washington, intends to acquire by contract decommissioning of 3.99 miles of Forest Road No. 2931100, including but not limited to: dewatering; culvert removals and disposal; concrete cisterns removal and disposal; cross ditch and ditch construction; sidecast and pullback removal; clearing and grubbing; haul of excavated material; culvert staking; hazard tree removal; pipe excavation and embankment construction; and seeding and mulching. This project is located on Forest Service Road No. 2931100, Pacific Ranger District, Olympic National Forest; Sections 3, 9 and 16, Township 29 North, Range 10 West, W.M., near Forks, Washington. Project may be reached by traveling north from Forks, Washington, on HWY 101 for approximately 29 miles. Turn right from HWY 101 onto Forest Road 2918000, proceed on 2918000 for approximately 3.7 miles to the junction with Forest Road 2931000, turn right onto 2931000, and proceed approximately 0.9 miles to the junction with Forest Road 2931100. Period for performance is from JULY 16, 2009, to OCT. 15, 2010. In-stream work may be performed between JULY 16th and SEPT 30th. Project Manager is Guadalupe Cisneros, (360) 956-2353. The government will proceed to issue a Request for Proposals (RFP) solicitation. This procurement is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value for the mandatory item and all option items is between $250,000 and $500,000. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about MAY 14, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
