Description
THIS IS NOT A REQUEST FOR BID THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(A) SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: Brenda McGehee) for receipt by close of business (4 p.m. local Denver time) on May 5, 2009: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm’s capability to bond for a single project of $1,000,000.00, and your firm’s aggregate bonding capacity; and (4) Detailed descriptions of projects your firm has completed as a prime contractor which include drainage improvements, culvert replacement, excavation and embankment construction and placement of roadway aggregate. See the scope of work to be performed under PROJECT DETAILS below. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: The project is located in the Monte Vista National Wildlife Refuge, approximately 6 miles south of the town of Monte Vista, CO. The project work is on Route 10, Auto Tour Route, and is a one way loop road. Route 10 is flat and devoid of hilly terrain. Elevation is approximately 7,600 ft. The major project work consists of regraveling the 2.45 mile road that includes minor widening and alignment adjustment, parking area (existing and new pullouts) improvements, and minor drainage improvements. The rehabilitation work will require excavation and embankment construction. The road will be excavated to a depth of 4 inches and replaced with 5 inches of roadway aggregate. The excavated material will be used to build the pullouts along with additional fill material. One isolated section of road (approx. 3,500 ft) will have a slight alignment shift. The parking area work includes the rehabilitation of 3 existing parking areas (approx. 3,500 to 4,500 sq ft) and the construction of 6 new ones (approx. 400 to 3,000 sq ft). There are 4 culvert replacements with one containing a simple irrigation control structure. Other minor work consists of roadway obliteration and turf establishment. This work is a one season project with an estimated duration of 3 months. It is anticipated that the project will be begin late July 2009 and completed in late October 2009.
