- The National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA) on behalf of National Institute of Mental Health (NIMH) intends to procure on a sole source basis the GoldenGate Universal-96 Array Matrix from Illumina, Inc., 9885 Towne Centre Drive, San Diego CA 92121-1975. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.5 to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 334516 and the business size is 500 employees. The NIMH is in collaborating with National Institute on Alcohol Abuse and Alcoholism (NIAAA) to genotype a large sample (approximately 500 people) of patients for genetic variants thought to be involved in psychiatric illness. The NIMH/NIAAA will be testing to see whether any of these genetic variants are associated with brain structure and function. The NIMH/NIAAA has a need to purchase a customized GoldenGate Universal-99 Array Matrix in order to allow for the analysis of 1536 candidate SNPs which were specifically chosen by the NIAAA. Other arrays available on the market are not designed to genotype a focused pool of candidate variants. Illumina Inc. is the only company that can provide these specific arrays for the study. The Illumina Bead-Array Platform has a resolution of.53 microns. Samples can be prepared manually or with automation using industry-standard robots. Target content is 23mer or 50 mer sequences. 6000 to 1000,000 loci can be multiplexed in a single assay. The minimum call rate is 99% and the typical call rate is 99.75%. The miminum reproducibility is 99.9%. Admixure mapping is supported by the array. In order to use the array matrix, the NIMH/NIAAA scientists will need to also purchase various reagents from Illumina, especially the custom-designed OPA oligonucleotide pool, the GoldenGate assay kit, and the Single-use activation kit. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed the vendor may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 2:00 PM ET May 11, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determinng whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
