Description
REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FORARRA JOB COUNTER The U.S. Department of Energy (DOE), Environmental Management Consolidated Business Center (EMCBC) is seeking responses from small businesses to perform cost-effective commercial technology solutions that provide the ability to track and monitor job creation in support of the American Recovery and Reinvestment Act (ARRA) in accordance with the Federal Financial Accountability and Transparency Act (FFATA). This announcement is part of market research and anticipated responses are sought to identify sources that have the comprehensive knowledge, skills, and capacity to perform these requirements. DOE requests qualified, interested parties to demonstrate that they have, or will have, the capability to provide support for DOE ARRA activities for specified periods of performance, and in accordance with the general technical requirements listed in the Draft Statement Of Work (SOW) found at Attachment 1. The tentative period of performance is anticipated to be for multiple years. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response to this request. An interested party submitting such information should insure it is clearly and appropriately marked; that party must also provide sufficient justification as to why DOE should restrict release of the information. DOE will safeguard the release of information which contains appropriate restrictive markings that are adequately justified. The Department is seeking interested qualified small businesses with specialized capabilities to meet all, or part of, the attached requirements. Interested firms with the experience and expertise to perform this work shall provide a summary of their capabilities, experience and/or expertise in this type of work. To the extent that businesses do not currently have the technical and regulatory capability, planned future capabilities may be identified, but must be clearly labeled as planned, and a forecast schedule must be provided. The capability information should be structured in accordance with Attachment 2. Interested parties shall state in their responses whether they are eligible under the HUBZone, 8(a) or SDB program and include a point of contact. Responses shall be submitted to the EMCBC No Later Than 16:00 eastern time May 04, 2009. Interested offerors shall provide name, phone and address of firm, NAICS Code, CAGE Code, and/or a DUNS Number, and detailed infor mation demonstrating their understanding of the work requirements identified above as well as their qualifications, capabilities, experience and past performance history for such work. All submissions are electronic, limited to 7 pages, using a font no smaller than 12 pitch. This is NOT a Request for Proposals. DOE personnel may contact firms responding to this announcement to clarify a responder's capabilities and other matters as part of this market research process. General Description of Company.1.Company name and mailing address; Point of contact (name, title, telephone number).2.Dun and Bradstreet DUNS number.3.Socio-economic status (small business, 8(a) small business, service-disabled/veteran-owned small business, HUBZone small business, small disadvantaged business, and/or woman-owned small business). 4.General company background and operations statements.5.Corporate liability insurance (e.g., pollution, excess liability, etc.). B. Capability to Meet Requirements of the Contemplated Scope of Work.1.Identify the capabilities which you have, or will shortly have, for meeting the requirements in the Draft Statement of Work in Attachment 1.2.Description of your company's approach to meeting the requirements in the Draft Statement of Work.3.Provide schedule information with regard to how quickly you can be at full performance after award of contract.4.Identify any challenges and risks in meeting the requirements in the Draft Statement of Work. Identify how your organization would minimize these risks. 5.Brief Experience and Performance Record (past five years). Identify all DOE, other Government, or other commercial experience relevant to this EOI (include contract number, date, scope, duration, client, and contracting agency contact). C. Estimated Price range for Product and Services1.Provide estimated price range for the software solution with 12 months of software support.2.Provide estimated price range for 12 months of software support for the second, third, fourth, and fifth years of usage. If included in a solicitation these will be four separate options.3.Provide estimated price range for additional software solutions that may enhance the capabilities of the original product.4.Provide estimated price range for an additional lot of users (100 per lot) of the software solution with 12 months of software support.
