Draft Statement Of Work SECTION C DESCRIPTION/SPECIFICATION/WORK STATEMENT DRAFT STATEMENT OF WORK (SOW)ARRA JOB COUNTING TECHNOLOGY The goal of this procurement is to provide hosted technology solutions to the Department of Energy (DOE), Office of Environmental Management (EM) and any participating contractor/sub-contractor within the DOE EM projects, giving them the ability to track and monitor job creation in support of the American Recovery and Reinvestment Act (ARRA) and in accordance with the Federal Financial Accountability and Transparency Act (FFATA). The technology solution(s) will need to reside on DOE servers for cyber security purposes.The following format has been used for this Statement of Work (SOW): 1.0 Background 2.0 Scope of Work 3.0 Standards to Be Met4.0 Deliverables 5.0 System Level Permission6.0 Contract Data Reporting List 7.0 Schedule of Performance8.0 Glossary 1.0 BackgroundThe objective of this solicitation is to obtain a hosted technology solutions along with technical support services to complement the efforts of the agency to administer, execute, implement, monitor, manage, authenticate, evaluate and report any new jobs created or retained as a result of the stimulus plan and as outlined in the Federal Acquisition Regulation; FAR Case 2009-009, American Recovery and Reinvestment Act of 2009 (the Recovery Act). The solution should also support the DOE Office of Environmental Management?s performance metrics as outlined in the ?EM Recovery Act Project Portfolio Summary?. The need to provide visibility and transparency to all contracts and grantees of ARRA funds consistent with OMB guidelines is an essential requirement of the technology solution. 2.0 Scope of WorkThe solution shall be made available as a DOE EM hosted, portal based system. The technology will allow for the EM staff, prime contractors and their sub-contractors and vendors to input, upload and access jobs data on a real-time basis for the upstream reporting to Recovery.Gov of those jobs created as a result of or, in association with stimulus project dollars. Additionally, the contractor should have the capability to provide additional data checks to ensure accuracy of data provided. The results of the technology solution shall allow designated DOE EM staff, contractors and their sub-contractors and vendors, the ability to view in real-time, the number of jobs created or saved as a result of specific stimulus allocations. The solution developed needs to be national in scope, capable of supporting many organizations and have the ability to roll up data to be compatible with and transmittable to Recovery.gov consistent with transparency requirements and guidelines issued by the OMB and adhered to by the DOE. In addition, DOE requires that the technology provider uses effective and efficient systems and operations that are cost effective. The technology provider shall plan and execute work in a manner that will foster the objective and demonstration of competence in key areas such as (1) design and architecture (2) development of approach, (3) problem resolution, (4) coordination, (5) innovation, and (6) manpower management. All work shall be conducted i n a manner that shows continual improvements. The data to be retained in the database and used for developing deliverables for this contract shall include:?Contract identification?Contractor (prime, sub-contractor, vendor)?Estimated jobs by EM?Actual jobs by EM?Project site?State?Last four numbers of the employees Social Security number?Date of Hire?Class of Job (Part time - # of hours/full time)?Job Classification?Skill levelThe system shall support the following:?1,800 typical seats, extensible to some number, that allows user to create/add records, search and retrieve from authorized areas.?20 application managers (IT department employees) who can create, update, and maintain the data listed above as well as upload software and provide support to the authorized users ?200 privileged users that can assemble, print, and save reports listed in 6.0 Contract Data Reporting List3.0 Standards to Be MetThe work to be conducted under this contract specifically involves developing technology and remote support services to help the DOE administer, execute, implement, monitor, manage, authenticate, evaluate and report any new jobs created or retained as a result of the ARRA stimulus contracts. The Contractor shall supply the following software and system capabilities equivalent or superior to the following:1.Web Architecture and Designa.ASP.Net 3.5 based software b.DotNetNuke 4.9.x CMS application platform c.Windows Server 2003/2008 Operating system d.Microsoft SQL Server 2005 databasese.Secure XML data interfaces. (SOAP, REST, WCF)f.Disabilities Law Section 508 compliant g.The system shall be subject to DOE Certification and Accreditation in accordance with the hosting sites policy and procedure.h.To facilitate DOE Certification and Accreditation the system shall be compliant with:1. DOE Order 205.1A 2.DOE?s Program Cyber Security Plan3.EM Supplemental Program Cyber Security Plan2.The contractor will provide the hosting government facility a base configuration setting for the server and supporting database software. The hosting facility will evaluate these configuration settings to ensure compliance with local cyber security requirements. Any configuration issues will be worked out by mutual agreement3.Distributed Installations and Securitya.Data entry 1.The ability for input (or, uploading) of data to occur at all levels of the job creation chain ? prime, sub, vendor 2.Flexibility for the prime contractor to be designated as having management oversight of the data supplied by their sub-contractors and vendors 3.Data correction capability to correct a record after a mistype 4.Assign, maintain, change and support username and password activity at all levels from DOE staff to contractorsb. Data interfaces (API?s)1.Standard interfaces for the importing of contracts, employees, employee hours; 2.Ability to interface with DOE EM Recovery Act Project Portfolio Report3.Ability to interface with IPABS database4.Ability to consolidate and transmit data to Recovery.Gov and Federal Reporting.Gov4.Data EncryptionThe Contractor shall provide secure data encryption at the web application level and database and storage levels, as follows: a.Standard Web Application EncryptionThe web application level requires a minimum of SSL-256 bit keys with Extended Validation (EV). b.Data Storage Encryption and Data Control oAdhere to DOE Order 250.1A and FIPFS-140-2 for storage and encryption of data. All backup media will be required to be encrypted.. oAll web sites and service shall be subject to security scanning and a web security review by methods specified by DOE. The Contractor shall resolve all issues to the satisfaction of DOE. All items identified as false positive shall be agreed upon by both parties.5.Data Security The contractors systems shall not interfere with the following:a.Ensure security of data standards consistent with the Program Cyber Security Plan. The system is not authorized for processing or storage of Personal Identifiable Information (PII).b.Ability to provide varying levels of security access by designated user group such as agency personnel, prime and sub-contractors and vendors. c.Server scale-ability 1.Server capacity scales to achieve functional use of system ensuring system uptime and user access exceeds 98% (excl. scheduled maintenance) d.System Backup and Redundancy plans1.Ensure that the following Back-up and Recovery requirements are met or, exceeded as follows:?A complete database backup of all production data is run nightly and sent to a specified off-site secure location(s). ?Minimum two week retention schedule for all data backups. ?All encrypted data remains encrypted during backups to protect against loss of backup media. ?A minimum catastrophic hardware failure recovery window of 24 hours. 6.Automated Business Intelligence and Verification Support Services (Optional Item)a.Ability to integrate detailed entity and individual employee verification, by contractor (multiple levels), as specified by DOE (Optional Item)b.Ability to incorporate data verification process as a condition of award prior to disbursement of funds (Optional Item)c.Provide supporting backup documentation and reporting detail to achieve department goals backup documentation (Optional Item)7.Quality Assurance, Auditing, and Reportinga.Reports providing date range filtering by contractb.Create discriminating filters such as by project, sites, states, etc., by user?s security access rightsc.All Contractor?s Reports (multiple levels) by award ? linking prime, sub contractor, vendor to each awardd.Alert generation reports to contractors who may have omitted or, provided inaccurate jobs data submissions 8.Software Quality Assurance a.The system will be evaluated prior to final acceptance by means Alpha, Beta, and final acceptance testing. The contractor will develop test plans to ensure that the functionality specified in this document have been effectively implemented. DOE will participate in the testing and will provide the contractor with issue and problems. 9.Remote VPN Support of Upgrades and New Releasesa.Provide system changes and new releases and versions remotely with advance notice to users10.User Training, Communication and Customer Support Centera.Provide clear user training documentation for user population as required to promote user adoption and accuracy of submissions b.Staff a call center operation to support contractors and DOE staff queries Mon ? Fri between the hours of 8am to 5pm EST 11.System Change Orders a.The ability to undertake system technology and design modification changes as may be required by DOE for system modification, as mutually agreed 12.Ancillary Program Management and Consultation Servicesa.The ability to provide additional program management and /or consulting related services including best practices, in support of DOE goals in this area 4.0 Deliverables A fully operational web based system to allowing designated DOE EM designated staff, acquisition officers, contractors, sub-contractors, vendors, etc., the ability to view in real-time, the number of jobs created or saved as a result of specific stimulus awards. The system will enable the following capabilities by key constituency group: Agency LevelKey constituencies include but not limited to: HQ Program Management, Field Managers, IG Staff, Contract and Acquisition Staff, Financial and Budget, Reporting and other entities, as applicable?Ability to access portal system via user login ?Ability to input or, import contract award data ?Ability to input or, import prime contractors linked to specific contract data?Provide job reporting and rollup capabilities to designated internal users?Provide compliance reporting to assist in monitoring the integrity of jobs data submitted?Compatible with Recovery.gov reporting requirements ?Ability to export data reporting in standardized format?Ability to view data through an interactive desktop icon 5.0 System Level PermissionContractor(s) (all levels)Key constituencies include all prime recipients who receive awards relating to stimulus projects. ?Ability to access portal via user login ?Ability to input or, import job creation information by contract award ?Ability to communicate and oversee the submission ? input or, import ? of job creation data by sub-contractor and by vendor ?Ability for all input data to roll up and be viewable to internal users and agency?Ability to view and monitor gaps in jobs data submitted at the prime level as well as the sub-contractor and vendor level6.0 Contract Data Reporting List (CDRL?s)The system shall be capable of providing the following reports for EM and EMCBC users:?Estimated Jobs by Contract ?Actual Jobs by Contract?Estimated Jobs by Contractor (prime, sub-contractor, vendor)?Estimated Jobs by Contractor (prime, sub-contractor, vendor)?Compliance report ? which primes, subs, vendors have NOT reported jobs ?Estimated Jobs by EM?Actual Jobs by EM ?Estimated Jobs by Project Site?Actual Jobs by Project Site?Estimated jobs by State?Actual jobs by state 7.0 Schedule of PerformanceSystem is designed, developed, tested and delivered to agency as fully operational no later than one month after release of solicitation, 2009 for rollout and communication to award recipients; Note: system must be capable of allowing any awardee receiving stimulus funds from March 31st, 2009 the ability to access the system and report data retroactive to that time. 8.0 GlossaryARRA ?
