- Draft Performance Work Statement The US Department of Educaiton is conducting market research to support a study evaluating the IDEA Technical Assistance and Dissemination Program. This study is intended to gather information on state practices to promote favorable educational and developmental outcomes for children with disabilities, and see how these practices vary with the reciept of techical assistance from OSEP-supported grantees. ED needs to determine if there are small business sources with the following knowledge, experience and capabilities: 1. Substantive knowledge of, and experience with, research on early intervention, coordinated early intervening services, and special education; 2. Successful experience and skill in designing and conducting data collection from SEAs and large numbers of school districts; 3. Expertise in analytic methods proposed for this study; 4. Adequacy of time commitment and evidence of successful work in conducting previous studies of a similar nature. 5. No conflicts of interest that would call into question the independence of the study. Please provide evidence of the above referenced knowledge, experience and capabilities. Examples could include names of previous studies you have worked on (as referenced in the Draft Performance Based Work Statement.) Also specify whether you are a large or small business. Responses are not to exceed six pages, double-spaced and shall contain only substantive information. Please see attached Draft Performance Based Work Statement. This Request for Information (RFI) is for planning purposes only and shall not be construed as a Request for Proposal or an obligation on the part of ED to acquire any products or services. ED does not intend to award a contract on the basis of this RFI nor pay for the information provided. No entitlement to payment of direct or indirect costs or charges shall arise as a result of submission of responses to the RFI and ED's use of such information.
