NAICS Code: 541380 The U.S. Environmental Protection Agency (USEPA) Office of Emergency Response (OEM) desires to establish Basic Ordering Agreements (BOAs) in accordance with FAR Part 16.703 with vendors who are capable of analyzing environmental sample matrices contaminated by toxic industrial chemicals (TICs), chemical warfare agents (CWAs), biological agents, and radiochemical agents as a result of acts of terrorism or an environmental emergency. A BOA is not a contract, as referenced in FAR Part 16.703; instead, it is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains: (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the BOA. Additionally, a BOA does not imply any agreement by the government to place future contracts or orders with the contractor or to be used in any manner to restrict competition. OVERVIEW: The requirement is to ensure consistent analytical data of known and documented quality across the Environmental Response Laboratory Network (ERLN) (see SOW for full purpose). A laboratory's admission to the ERLN will be based on completion of the documents submitted by the laboratory in the form of the Laboratory Membership Application and capability statement for EPA's ERLN. These documents will be evaluated by the EPA. Please refer to the specific instructions provided in each section of the ERLN application. The ERLN application for vendors to complete can be found on EPA's webpage: http://epa.gov/oam/srpod/. under the following RFQ number, RFQ-DC-09-00160. Any and all services rendered by vendors will be ordered via the issuance of task orders and under the competitive requirements of FAR Part 6 and synopsis requirements of FAR Part 5, as applicable. Please note this is not a solicitation announcement for proposals. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged. Company brochures are not desired. DESCRIPTION OF SERVICES: A few general requirements are as follows: (1)The laboratory shall provide analytical services for the isolation, detection, and quantitative measurement of biological, chemical, and/or radiological agents in samples collected in support of environmental responses. (2) The laboratory shall adhere to the methods and technical requirements specified in the project-specific task order when testing ERLN samples and reporting results. The laboratory shall immediately report positive or suspect test results to authorized ERLN personnel only.(3) The laboratory shall possess and have operational all necessary measurement and testing equipment/instrumentation required to perform the applicable test as specified in the methods reference in the project-specific task order, prior to receipt of samples.(4) The laboratory shall submit a unique data package for each data reporting group received for a project at the data submission level, in the appropriate medium (computer-readable, PDF, hardcopy), and within the timeframe specified in the project-specific task order. The laboratory shall submit these data to the authorized ERLN Representative specified in the project-specific task order.The General requirements in their entirety are detailed in the SOW (attachment 1) under RFQ-DC-09-00160 on the EPA website under the following link: http://www.epa.gov/oam/solam.htm. SUBMISSION INSTRUCTIONS: Interested vendors should provide a completed ERLN membership application along with their Capabilities/Qualifications information describing their ability to meet all of the requirements of the SOW within thirty (30) days of this notice. All responsible vendors may submit an original and two (2) copies of their capabilities and qualifications to perform, in writing, to the identified point of contact (POC) not later than 3:00 PM Eastern Time on 05/02/2009.
