- FEDBIZOPPS.GOV ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: CLASSIFICATION CODE: 66 – Laboratory Supplies SUBJECT: Laboratory Supplies SOLICITATION NUMBER: NB831020-9-04052 RESPONSE DATE: MAY 07, 2009 CONTACT POINTS: Monique Speights, Purchasing Agent (301) 975-8855; Todd Hill, Contracting Officer (301) 975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed-price purchase order, on a sole source basis, under other than full and open competition by the authority of FAR subpart 13.106-(b); with Avian Technologies LLC, of New London, NH for the purchase of a standard product material to use with NIST’s existing storage and retrieval machine. There is only one responsible source and no other product will satisfy agency requirements. The standard product material has a wavelength calibration standard that is 1.0 diameter and Schott S-8851 glass. Sole Source determination is based on the following: Avian Technologies LLC, is the only vendor that has demonstrated the ability to produce this wavelength calibration standard utilizing Schott S-8851 glass that has a diameter of 1.0 inches. The period of performance of this product shall be 1-2 weeks after receipt of the purchase order. The North American Industry Classification System (NAICS) code for this acquisition is 541712. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. (EST) on May 15, 2009. Inquiries will only be accepted via e-mail to monique.speights@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
