Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE USED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Office of Animal Care and Use for National Institute of Health Intramural Research Program intends to negotiate and award a purchase order on a noncompetitive basis to the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC), 5283 Corporate Drive, Suite 203, Frederick, Maryland 21703-2879. This is to conduct accreditation status through site visits on active animal care and use programs which include: animals, facilities, equipment, professional, technical, and administrative support; and policies and programs for institutional responsibilities, animal husbandry and veterinary care. AAALAC promotes the humane treatment of animals in science through voluntary accreditation and assessment programs. AAALAC will work with the Office of Animal Care, Intramural Research Program and their researchers to serve as a bridge between progress and animal well-being. The sole source determination was based on the fact that AAALAC endorses the use of animals to advance medicine and science when there are no non-animal alternative, and when it is done in an ethical and humane way. The North American Industry Classification (NAICS) Code is 541940 and the Size Standard is $7.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interesed parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number 263-2009-VH-4630 may be submitted to the National Institutes of Health, Office of Logistics and Acquisitions, 6011 Executive Boulevard, Suite 537B, Rockville, Maryland 20892, Attention: Ms. Van Holley.
