- This information is for solicitation SPM1C1-09-R-0139. This is for the purchase of the following: Item 1: Shirt, Man's, Tuck-in, Long Sleeve, Army, White (NSN: 8405-01-554-6206) Item 2: Shirt, Man's, Tuck-in, Short Sleeve, Army, White (NSN: 8405-01-554-9638) This will be an indefinite delivery type contract, and there will be four (4) 12 month option years. This item is being purchased in accordance with GL/PD 07-01B dated 30 June 2008. The first delivery order is due 120 days after the date of award. The destination for this item is Lion Vallen Industries, a depot in Suffolk, VA. This acquisition will be split into three solicitations as follows: Solicitation SPM1C1-09-R-0139 will be a 8a certified Set-Aside and the quantity will represent 20% of the total requirement for Army Shirt, the base term and option year quantities for item 1 will be 21,800ea/min and for item 2 the quantities will be 24,900ea/min per term, with a 750,000ea/max for the life of the contract for combination of both items. Solicitation SPM1C1-09-R-0137 will be Total Small Business Set-Aside and the quantity will represent 40% of the total requirement for Army Shirt, the base term and option year quantities for item 1 will be 43,650ea/min for item 2 the quantities will be 49,900ea/min per term with a 1,500,000ea/max for the life of the contract for combination of both items. Solicitation SPM1C1-09-R-0138 will also be Total Small Business Set-Aside and the quantity will represent 40% of the total requirement for Army Shirt, the base term and option year quantities for item 1 will be 43,650ea/min for item 2 the quantities will be 49,900ea/min per term with a 1,500,000ea/max for the life of the contract for combination of both items. Source Selection criteria will be used for award evaluation purposes. The Two Phase Technical Evaluation Approach will be utilized. Technical Merit is more important than price. Evaluation factors for award are the following: 1. Product Demonstration Model (PDM) and 2. Experience/Past Performance. The Contracting Officer may utilize on-line reverse auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publically disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publically for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be publically disclosed, including to other offerors, during the reverse auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). ****The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
