- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-31. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this procurement is AG-9A28-S-09-0046 and is a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 423310 and the size standard is 100 Employees. Only one contract will be awarded. A firm-fixed price purchase order will be issued. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. DESCRIPTION: This solicitation is for the procurement of Lumber and Rebar to construct wood barriers on the Mendocino National Forest. All items shall be delivered FOB DESTINATION to Fouts Springs Work Center, Mendocino National Forest approximately 9 miles west of Stonyford, Colusa County, California. Nearest zip code is 95979. (see driving directions below) CONTRACT ITEMS: The following are the Contract Line Items (CLIN) with applicable quantities CLIN 001 Qty: 446, Size: 8 inch x 10 inch x 10 foot, Type: Douglas Fir #2, brown stain, treatment-ACQ or equal to; CLIN 002 Qty: 892, Size: 8 inch x 8 inch x 1.5 foot, Type: Douglas Fir #2, brown stain, treatment-ACQ or equal to; CLIN 003: Qty: 892, Size: 5/8 inch x 40 inch, Type: Rebar, Treatment: none. Contractor shall provide all labor, supervision, transportation, services and facilities necessary to supply and deliver the goods. DRIVING DIRECTIONS. All paved road. From Interstate 5, exit at the Willows, Hwy162 exit. Proceed west onto Hwy 162 approximately 21 miles to County Road 306. Turn south onto County Road 306 and proceed south approximately18 miles to the town of Stonyford. Turn west on FS Road M10 and proceed 9 miles to the Fouts Springs Work Center at FS Road 18N03. The Work Center is left off of road 18N03. Forest Service personnel will be available to guide truck and trailer to campgrounds. Forklift will be on site to offload material. MATERIAL DELIVERY – Estimated order date of this project is June 1, 2009. A two-week notice of delivery is required. A delivery schedule will be agreed upon at award and delivery of all material shall be completed before August 1, 2009. EVALUATION FACTORS. The Government will award the contract to that responsible vendor whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors described below. Factor One - Price of material Factor Two - Vendor's availability to perform and deliver all material by specified dates (earlier dates are preferable) Factor Three – Vendor’s applicable past performance and experience. Price and non price evaluation criteria are equal. In addition to pricing the vendor shall submit information on their ability to supply the necessary quantity of materials and a proposed delivery schedule. Offerors should furnish a reasonable number of references for past performance. The Government may contact references to inquire if: (1) that the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of its contract (specifications); (3) finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. Past performance information that will be considered is not limited to the references provided by the offeror. PROVISIONS AND CLAUSES applicable to this solicitation are listed below and incorporated by reference: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addenda is provided to this provision: Paragraph (b), entitled "Submission of Offers", Request for Quotation should be submitted and shall contain the following information: Solicitation Number; Name; Address; Telephone Number of Offeror;; Price; Any Discount Terms, Response to non-price evaluation factors and Acknowledgement of all Solicitation Amendments. Quotes must indicate quantity, unit price and total amount. Offers may be submitted via facsimile or mail. FAR 52.212-3 Offeror Representations and Certifications - Commercial Items. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications have not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision shall to be completed.
