Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential service-disabled veteran owned small businesses that can provide the Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Human Services (DHHS) with application development and related support services. The AHRQ is seeking potential sources from qualified service-disabled veteran owned businesses, under the North American Industry Classification (NAICS) Code 54151 that have a current GSA schedule for these services. The services include agency systems and business operations support, configuration management, mobile development, and related activities. AHRQ anticipates awarding a single one-year contract with four one-year options. Assistance is sought for the support of agency system and application development requirements and the continued adoption and implementation of both department (HHS) and agency technology standards. The expectation of this agency is that this contract will facilitate access to a cadre of personnel with the requisite experience and skills to plan and implement new requirements utilizing standardized industry processes, frameworks and models including the IBM Rational Framework and Earned Value reporting. The contractor shall provide support in the following areas; project management; Capability Maturity Model Integration (CMMI), process improvement, business analysis, systems analysis, system design, software development, application operations and maintenance, testing and deployment of complex technologies into the existing IT environment. The contractor will be responsible for supporting existing agency system and application requirements. A critical factor in this support is the ability to manage and maintain the agency’s Oracle 10g database infrastructure and related commercial off-the-shelf (COTS) products currently employed by AHRQ. The contractor will be responsible for software component integration and working directly with third-party component vendors to successfully implement COTS solutions. In addition, the contractor is expected to provide technical support for these systems while addressing new development activities as they arise. The following technical standards are currently followed: •Database Standard – Oracle 10g, SQL Server 2005 (niche); •Network – Microsoft Active Directory; •Desktop – XP professional, Apple OSX 10.5 - Leopard; •Servers – Microsoft Windows Server 2003, Mainly Compaq/HP systems with EMC Clarion Storage Area Network; •Application Server Platforms – Macromedia ColdFusion MX7, Oracle Application Server 10g (OC4J), Oracle E-Business Suite 11.5, Appian BPM Suite, Ektron CMS400.Net, Resource Scheduler, Internet Information Services (IIS) 6.0; •Application Development Languages – Java, J2EE, J2ME, Macromedia Coldfusion (CFML), Microsoft Active Server Pages (ASP).Net; •Application Development Methodology – Rational Unified Process (RUP), Capability Maturity Model Integration (CMMI); •Application Development Tools – Oracle JDeveloper, Microsoft Visual Studio, IBM Eclipse, Borland JBuilder, CodeWarrior, Xcode 3.1.2, Interface Builder 3.1.2, iPhone Simulator 2.2, iPhone SDK, TortoiseSVN, InstallShield, Adobe Creative Suite 3 (CS3), Subversion 1.4+, IBM Rational Enterprise Suite (ClearCase, ClearQuest, Rose, Test Manager, etc.), MS Project; •Automated Testing Tools – Apache JMETER, IBM Rational Test Manager, Watchfire WebXM, Watchfire ASE, OpenSTA The current System Development Life Cycle (SDLC) employed by AHRQ is based upon CMMI principles and procedures, the Rational Unified Process (RUP) development methodology, and AHRQ’s commitment to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). The contractor will be responsible for the development of new application systems, and the maintenance and/or enhancement of existing applications in accordance with AHRQ’s SDLC methodology. The contractor will also be required to support all internal development efforts and provide the facility for housing the software and documentation for all AHRQ sponsored systems and applications regardless of where the system or application is hosted. This includes the management and administration of the Rational Enterprise Suite as well as end-user support for these products. In addition, the contractor will provide application maintenance, support, and operations for AHRQ’s internal systems and assist with configuration and infrastructure support for other contractor applications housed at AHRQ on an as needed basis. AHRQ is increasingly focused on the use of mobile development to help primary care clinicians identify the screening, counseling, and preventive medication services that are appropriate for their patients. As such, the contractor will be responsible for evaluating mobile platform development options as well as supporting existing mobile development efforts. The contractor must also demonstrate experience in Java ME, iPhone, REM BlackBerry, Palm OS, Pocket PC, Microsoft Smartphone, and Windows Mobile development. In addition, the contractor will be responsible for creating compelling and attractive UIs, and developing installation, synchronization, and update processes for mobile devices. Due to the need for immediate response and on-site development and support, the contractor must be located within a 50-mile radius of the Washington, DC metro area. Contractor must have demonstrated experience in SDLC based implementation, COTS integration, Application Development and Support, Mobile Development, and understand AHRQ’s mission, strategic goals and business environment as applicable to being an Operating Division (OPDIV) of DHHS. Contractor Program/Project Management personnel must be Project Management Institute (PMI) Project Management Professionals (PMP) certified. In your submittal please include the following Business information: a.DUNS and TIN b.Company Name, address and main business number c.Current GSA Schedules, applicable to this Sources Sought d.Type of Company (i.e. service disabled veteran owned) as validated via the Central Contractor Registration (CCR) e.Point of contact, phone and email address of individuals who can verify the demonstrated capabilities identified in the response. f. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. Interested Service-disabled Veteran-owned small businesses should submit their capability statements, via email (no more than 10 pages in length) to linda.simpson@ahrq.hhs.gov, no later than 12 noon prevailing local time, on May 13, 2009. Capability statements should be tailored to this request and identify the source’s specific capabilities to complete this requirement, including information on key staff experience and a description of corporate experience with similar projects. Capability Statement for AHRQ-09-10023 should be identified in the subject line of the email. Capability statements will not be returned and will not be accepted after the due date. Submission shall be limited to 10 pages. In accordance with FAR 15.201(e), this request is for planning purposes only, and does not constitute and Invitation for Bid, a Request for Proposal, a Solicitation, A Request for Quotes, or an indication the Government will contract for the items contained in the Sources Sought. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request.
