- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) forNASA Statement of Work for Creep and Fatigue ofInconel 718Plus, ME3, and LSHR Disk Superalloy Materials 4/15/09A) Creep, 20 Tests: Please quote on price to test 20 creep specimens already machinedof configuration 4013195-001P01 having shot peened 1/4-20 grip threads. Creep test themaccording to ASTM E 139, the test setup instructions below. Assume 500 hour testduration at 1200-1400F for this quote.Creep test procedures/steps shall be inaccordance with ASTM E 139, but specifically as follows: 1.Measure gage diameter, gage length between radius corners, and overall lengthusing pre-agreed procedures.2.Insure alignment certification has been performed within the last 2 years on eachcreep frame to be used. Mount in the creep load frame using your standard grips,insuring the grips have the proper threads.3.After mounting and fully aligning specimen and extensometer in the load frame andfurnace, preload the specimen to 50% of the test load.4.Complete any packing of the furnace with insulation.5.Gently download to between 15 and 10% of the test load for heat up.6.If at any time after step 3 the load goes below 10% of the applied load, must goback to step 3 and 50% preload at room temperature.7.Equilibrate minimum of 1 hour at test temperature, until the strain is constantover a 15 minute interval. This should not require more than 4 hours.8.At the start of the test, use consistent load-up rate and record data at 1 min.intervals, can then lengthen intervals as appropriate.9.Stop test when requested by NASA, cool under load.B) Load Control Notch Fatigue, 30 Machine + Tests - The vendor shall first machineNASA-NLCF (drawing attached) from blanks 2.1" long and 0.58" square, and shot peen thespecimen shanks with the gage sections masked.Then run 30 load-controlled fatigue testsin general accordance with ASTM E-466.All tests will be constant amplitude max. andmin. stresses, assuming a total testing duration of 48 hours for quoting purposes. Sometests will use sinusoidal waveforms at 5 or 10 hertz. Other tests will have 1 secondramps up and down, with a dwell of 90 seconds superimposed at maximum stress.1.Measure and control temperature using a procedure specifically pre-agreed withNASA.2.Start test using an agreed startup procedure which gradually increases the loadrange to the target value. 3.Run tests to failure or until agreed test time/runout cycles. Place fracturespecimen halves in the plastic tube with the button ends butting together, fracturesurfaces protected with paper from contact with plastic or metal.Price as a separate line item any Test Program setup.Price as a separate line item for Shipping Charges if necessary.The provisions and clauses in the RFQ are those in effect through FAC 2005-31.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 541380, AND$12 million dollars respectively. (OCT 2003), 1852.223-72 Safety and Health (Short Form)(APR2002),1852.225-70 Export Licenses(FEB 2000) (a) The Contractor shall comply with all U.S.export control laws and regulations,including the International Traffic in ArmsRegulations (ITAR), 22 CFR Parts 120 through 130, and the Export AdministrationRegulations (EAR), 15 CFR Parts 730 through 799, in the performance of this contract. Inthe absence of available license exemptions/exceptions, the Contractor shall beresponsible for obtaining the appropriate licenses or other approvals, if required, forexports of hardware, technical data, and software, or for the provision of technicalassistance. (b) The Contractor shall be responsible for obtaining export licenses, ifrequired, before utilizing foreign persons in the performance of this contract, includinginstances where the work is to be performed on-site at NASA Glenn Research Center 21000Brookpark Rd. Cleveland, Ohio 44135, where the foreign person will have access toexport-controlled technical data orsoftware.
